Summary:
Liverpool City Council is embarking on an ambitious transformation journey to implement an integrated Enterprise Resource Planning (ERP) system that will modernise our Finance, HR, and Payroll functions. The new ERP solutionbuilt on Microsoft Dynamics 365 for Finance and Resources and MHR i-Trent for HR and Payrollwill replace existing SAP and Oracle systems, unifying multiple platforms into a single, efficient solution.
The Business Architect will lead the overall design of this future ERP solution, ensuring that transformation outcomes are achieved through adherence to best practices and the principle of adopt not adapt. Working in partnership with Ernst & Young (EY) and internal subject matter experts, the role will shape how the Council operates in the futuresupporting leadership and functional teams to deliver sustainable change that benefits both staff and residents.
Responsibilities:
* Own and lead the design of the future ERP solution, ensuring alignment with Council strategy and transformation goals.
* Guide decision-making across HR, Payroll, Finance, and Procurement to support delivery of an integrated solution.
* Work closely with the Programme Manager and key workstream leads (HR & Payroll / Finance & Procurement) to ensure interdependencies are identified and managed.
* Line-manage service area leads and indirectly oversee process design leads, functional analysts, and reporting leads.
* Monitor programme budgets, ensure value for money, and identify opportunities for efficiencies and funding.
Qualifications:
* Degree-level education or equivalent relevant professional experience.
Requirements:
* Proven track record delivering a minimum of three ERP transformation programmes, including experience in leadership roles.
* Strong functional knowledge across HR, Payroll, Finance, and Procurement domains.
* Extensive experience in back-office service design and delivery.
* Demonstrated expertise in ERP and HCM transformation programmes, ideally with Microsoft Dynamics and/or MHR i-Trent.
