As well as delivering on an organisational wide digital transformation, Companies House is seeing the biggest changes to the way that it has operated since it was established. We have already implemented the new Register of Overseas Entities as a result of the Economic Crime (Transparency and Enforcement Act) 2022 and will now be moving forward to implement the Economic Crime and Corporate Transparency Act 2023. Our extensive programme of legislative reform will see us exercising extensive new powers to improve the integrity of the companies register, but also to place Companies House at the heart of the fight against Economic Crime. Our Deputy Service Manager roles sit within the Compliance & Enforcement (C&E) Service. This new service will focus on compliance and enforcement of Companies Act legal requirements and will be a central part of our transformation. As a Deputy Service Manager, youll be responsible for supporting the running of an enforcement service stream, either Criminal Prosecutions, Civil Litigation, Registrars Powers, or Anti Money Laundering (AML) and identifying changes and improvements to the service. These are key roles in developing the future direction of Companies House and ensuring we develop a Compliance and Enforcement Service that is fit for our new role in government. This service will ensure that statutory requirements are met, and non-compliance is dealt with robustly and proportionately. The service also ensures that we seek to promote the new objectives of the registrars. The registrars objectives are: To ensure that any person who is required to deliver a document to the registrar does so (and that the requirements for proper delivery are complied with). To ensure that information contained in the register is accurate and that the register contains everything it ought to. To ensure that records kept by the Registrar do not create a false or misleading impression to members of the public. To prevent companies and others from: Carrying out unlawful activities Facilitating the carrying out of unlawful activities Each role is assigned to a specific workstream, which covers the following areas: Prosecution currently includes our existing activities to prosecute directors for the non-filing of accounts and confirmation statements but going forward will include a broader range of offences, some that we are directly responsible for prosecuting and some that will be escalated to the Insolvency Service to investigate and prosecute. Civil litigation will involve the wide-ranging work around how we use financial penalties and other civil legal action as a sanction to drive changes to gain compliance. The ECCT Act 2023 introduces many new powers such as annotation, expedited strike off and removal that will help us disrupt criminals who use companies for illicit activity. The AML space will involve enforcement activity around beneficial ownership, People with Significant Control (PSC) and the Register of Overseas Entities. As our Deputy Service Manager, youll be supporting the Service Managers and Service Owner to oversee the running of the Compliance & Enforcement service and identifying changes and improvements to the service. These are key roles in developing the future direction of Companies House enforcement and new sanctions that are fit for the challenges of the 21st century to tackle economic crime. Your key responsibilities will include: Supporting our Service Managers with the delivery of a range of projects, including support with project documentation and acting as an alternate where the Senior Responsible Owner (SRO) is unavailable. Membership of relevant stakeholder groups, both internal and external, in furtherance of the aims and objectives of the C&E Service. Monitor service delivery issues to report on any deviation from key performance indicators for the service and proactively instigate corrective action. Supporting and leading discussions with internal stakeholders assessing the impact of proposed reforms, working with them to secure their buy-in and support and leading them through implementation. Leading individual pieces of work and delivering these within agreed timescales. Supporting the Service Owner and Service Managers to grow the service with a range of law enforcement partners and other government departments. Coordinating and managing the reporting of C&E Service activities in line with agreed schedules. Defining the benefits and outcomes for service improvements and track delivery. Understanding customer insight and user research relating to the service and able to translate these into service improvements. Identifying and prioritising any delivery issues and tracking service metrics to ensure continued value for money. Person specification We are looking for a great Deputy Service Manager who has: The ability to develop effective working relationships and engage with staff and a range of stakeholders at all levels to achieve the desired service outcomes. An understanding of translating policy, legislative requirements and user needs into service delivery. The ability to clearly articulate vision and strategy and use influencing skills to obtain buy in and engagement from internal and external stakeholders. Experience of building capability in teams to meet current and future skills requirements. The ability to work collaboratively with heads of function and heads of profession to develop and implement plans to achieve strategy and goals. Experience of working within a service team role. Experience of working within enforcement or a service manager role is desirable.
