The role of the Deputy Operations Manager is pivotal in supporting the delivery of Primary Health Care across Primary Care Network (PCN) through promoting collaborative working of member practices to provide joined up care as well as supporting the line management of all Additional Role Reimbursement staff.

• Become fully conversant and knowledgeable on the documentation produced by NHS England on the PCN DES and lead on submitting documentation to the CCG.

Detailed job description and main responsibilities

Business Management

·Work with the PCN CD(s) and member practices to assist in the delivery of the requirements of the PCN DESs, including working to specified timelines. This will include support with communications with Commissioners, answering queries, and pursuing claims.

·Become fully conversant and knowledgeable on the documentation produced by NHS England on the PCN DES and lead on submitting documentation to the ICB.

·Support the Clinical Director to ensure the smooth running of the Network

·Develop strategic and operational planning processes to support the PCNs objectives

·Support the Clinical Director and or Lead Practice on Contract Management for the PCN

·Responsible for chairing practice management meetings for the PCN

·Develop PCN protocols and procedures, review and update as required

·Act as a central source of financial information for the PCN for the ARRS budget

·Be involved in the management and development of the PCN to include writing business and development plans as required.

·Write policies, procedures and protocols that would apply to the PCN to ensure there is clear guidance, transparency and governance in place.

·Responsible for monitoring PCN performance and achievement and presenting data to the PCN in a timely manner.

·Support with completion of assurance reports as request from the ICB

Workforce and Training

·Leading on recruitment, induction and training of new PCN staff (ARRS) as required. Ensuring inductions programmes are robust and staff are fully integrated into the PCN.

·Line Management of ARRS staff within PCN

·Co-ordinate training and development of clinical/administrative staff where related to PCN activities.

·Responsible for developing and coordinating a skills matrix of existing workforce. Identifying the gaps and training needs for the workforce.

·Oversight and support of supervision meetings across multiple roles, providing feedback and escalation of issues to the Operational Manager.

·Provide operational management to the ARRS services with the PCN, ensuring service level data and patient feedback is auditing/ reported and shared to support promotion and development of services.

·Ensure knowledge of Trust policies and procedures and ensure all staff follow appropriately

·Identify and complete necessary risk assessments

Communication and Engagement

·Engaging with practices, supporting them to work together to be an effective PCN.

·First point of contact for Practice Managers with regard to delivery of Network projects/schemes.

·Promote effective communication within the Network.

·To acknowledge and confirm that all information will be cascaded to the necessary members of staff.

·Contribute to communications being uploaded via social media (provide content). Ensure that all communications are reaching appropriate staff and provide feedback to aid engagement.

·Communicate effectively with other team members – the post holder is to recognise the

significance of collaborative working. Teamwork is essential in a multidisciplinary environment.

·Work with practice to support with PCN Patient Participations Groups and other engagement events.

Service Improvement:

·To identify areas/ services within the PCN that can be developed/ improved, working with the PCN to look for opportunities to share resources.

·Identify Quality Improvement projects to deliver on the PCN priorities

Business Intelligence:

·To be responsible for the production of performance and quality reports within the PCN.

·Feedback / analyse data on behalf of the Network to report to the ICB, Ensure that the PCN and Clinical Director adhere to the governance structure as set out in the Network Agreement.

The four partner Trusts of the Black Country Provider Collaborative (Dudley Group NHS FT, Royal Wolverhampton NHS Trust, Sandwell & West Birmingham NHS Trust, and Walsall Healthcare NHS Trust) are actively working in partnership to deliver a collective vision focused on providing "better, faster and safer care to the population of the Black Country and beyond".
