The Programme Office Manager works alongside the Delivery Director to drive the definition and delivery of the portfolio of programmes and projects, understanding the specific requirements of the supported portfolio and developing support approaches necessary to assure delivery.
What you'll be doing:
* Leads the internal quality assurance through drawing on programme office services for a designated delivery portfolio to ensure effective delivery of programme and project outcomes and responsible for executing a high quality regime and review cadence.
* Leads the development, implementation and continuous improvement of programme governance, assurance processes and services, structures, templates and regime ensuring effective project controls are in place for successful project/programme delivery. Drives continuous improvement to optimise and increase efficiency of processes.
* Leads the reporting cadence ensuring all reporting content is timely, accurate, relevant and appropriate through maintaining the ‘single version of the truth’ for the assigned delivery portfolio.
* Establish and maintain an effective partnership with the Service Delivery Assurance team to embed improvement activities where required that support adoption and compliance with the Service Delivery Assurance strategy and framework.
* Lead the development and management of effective relationships with delivery directorship, change leadership and key stakeholders, building credibility to influence and challenge at all levels with an aim to embed best practice across the assigned delivery portfolio and programme office services.
* Partner with the PPM practice to improve programme and project delivery quality and conformance – through identifying areas for improvement, collaborating to establish development plans and leading on training or coaching interventions.
* Effective leadership and line management of Programme Office team members, ensuring capability improvement, talent recruitment and development and maintaining a motivated and engaged team in line with DCC people policies.
* Lead the mentoring, coaching and training of programme office and project team members to drive quality and project success.
What we're looking for:
* 3+ years experience of leading a Programme Office service, responsible for multiple projects/programmes in a fast-paced technology, IT business or regulated environment.
* Experience of designing and deploying effective project/programme governance processes and services.
* Experience of managing and tracking multiple projects within a change portfolio.
* Experience of working with senior stakeholders (up to ExCo); confidence to scrutinise and challenge discrepancies while maintaining a productive working relationship.
* Deep understanding and compelling articulation of the value and impact of PMO on successful project and programme delivery.
* Experience of PPM applications (e.g. Clarity) and Microsoft applications including SharePoint, Project, Excel, Word, PowerPoint and Vision.
* Experience of working within a regulated environment, Energy Sector or Telco.
* Knowledge of the Smart Metering Implementation Programme and DCC’s role.
* Industry recognised certification (e.g. APM, PMP, P3O, MoP, PRINCE 2).
