About Our Client
You will be working for a well known Local Authority based in London.
Job Description
Responsible for ensuring the timely, efficient, and effective delivery of the Payroll Service data file transmission process, meeting the needs of internal and external customers, and aligning with the Council's business priorities and objectives. Key duties include:
1. Managing monthly payroll processing.
2. Generating validation reports.
3. Transmitting BACS files to the Financial Transactions Service.
4. Handling RTI, FPS, and EPS file submissions.
5. Processing payroll files for general ledger submission.
6. Supporting other post-payroll processes.
Act as the Payroll Service Business Lead on Oracle Payroll developments, including:
* Developing functional specifications.
* Managing reporting requirements and system upgrades.
* Conducting system testing and user acceptance testing.
Supervise the output of the Payroll Technical Officer to ensure service delivery standards are met. Serve as the key liaison with the Oracle Support Team to:
* Ensure timely resolution of system issues.
* Share knowledge of payroll technical activities.
Manage year-end and new year payroll processes, including:
* Supplementary payrolls, pay awards, and increments.
* Uploading P60, P6, and P9 forms.
* Implementing tax code uplifts and adjusting payroll dates.
* Updating voluntary deduction rates and pension thresholds.
Oversee the production and distribution of employee information such as payslips, P60s, and reports. Act as a liaison with Finance, Audit, and external bodies to resolve payroll reconciliation issues.
The Successful Applicant
The ideal candidate will have:
* Knowledge of payroll legislation and systems.
* Experience with payroll ICT systems, preferably in the public sector.
* Advanced skills in MS Office, especially Excel.
* Understanding of HR information systems and reporting tools.
* Proven experience in report writing and data analysis.
* Strong communication and relationship-building skills.
* Experience in training, mentoring, and supporting colleagues.
* Ability to handle complex data and produce accurate reports.
* Professional judgment in handling sensitive client interactions.
* Excellent planning and organizational skills.
* Strong systems analysis and problem-solving abilities.
