We currently have an exciting opportunity to join Dumfries and Galloway Council as a Finance Officer, working in a dynamic and dedicated finance team. You will play a key role in supporting the delivery of high-quality services across our community.
We are looking for an experienced and motivated individual to join our team. Finance Officers support a wide range of activities/services across the Council, including:
* Service Financial Support: Providing financial advice and support to council services; preparing budget monitoring reports; preparing reports for Committees and Management Teams; handling government returns/grant claims; supporting new government initiatives; and identifying savings.
* Corporate Financial Support: Assisting in the preparation of the Council's Annual Accounts; ensuring compliance with regulations and codes; collating government returns; supporting budget setting; and identifying savings.
* Capital Accounting: Monitoring and reporting on the financial progress of the Capital Investment Strategy; supporting projects financially; preparing reports; maintaining the fixed asset register; and preparing capital notes for the Annual Accounts.
* Treasury, Insurance, and VAT: Managing daily cash flow; preparing the Treasury Management Strategy; submitting VAT returns; preparing Committee Reports; working with brokers on insurance; and managing insurance claims.
Requirements
The Council supports staff development and offers job rotation to gain broader experience across different areas of local government finance. The successful candidate will be placed in a role suited to their skills and experience.
This position offers a hybrid working arrangement, combining home and office work in Dumfries.
The ideal candidate will:
* Be a fully qualified Accountant (CCAB or equivalent).
* Be highly motivated, enthusiastic, and an effective team player and leader.
* Have experience providing financial, accountancy, and budgeting support and advice.
* Possess good technical knowledge of accounting codes of practice and financial regulations.
* Demonstrate excellent IT skills, especially in Excel and financial software (currently Integra Centros).
* Understand and support the Council's financial management and governance framework.
Part-qualified CCAB accountants may be considered for exceptional candidates.
