Job title: Finance Business Partner
Salary: PO4 £46,142 – £49,282
Hours: 37 hours per week
Contract: Fixed‑term 12 months
Location: Leeds City Council – Civic Hall 1–2 days a week with hybrid working offered.
Role Overview
You will support the Strategy and Resources Finance team and play a key part in redesigning services and ensuring financial sustainability. Your work will include providing insightful analysis, constructive challenge and forward‑looking financial advice to senior leaders, enabling high quality service delivery and continuous improvement.
Key Responsibilities
* Provide expert operational financial advice and management information to internal stakeholders.
* Use service data and financial forecasts to manage budgets, identify risks and optimise income generation.
* Analyse and interpret financial and performance information, identifying inefficiencies and opportunities for improvement.
* Collaborate with senior officers to produce annual revenue and capital budgets, budget action plans, in‑year monitoring reports and rolling financial forecasts.
* Support investment and disinvestment decisions and develop complex business cases.
* Promote efficient stewardship of assets and resources, including implementing internal audit recommendations.
* Prepare year‑end accounts and other financial returns.
* Line‑manage a small team of Assistant Finance Business Partners and/or Finance Officers.
* Manage/supervise finance staff and model customer focus and managerial behaviours.
* Challenge and advise on revenue and capital budgets, and explain complex data to non‑financial stakeholders.
* Maintain financial systems, processes and procedures.
Qualifications and Experience
* AAT qualified or equivalent (including substantial relevant work experience in a financial environment).
* Strong analytical, financial modelling and scenario planning skills.
* Excellent written and oral communication and interpersonal skills.
* Evidence of providing independent challenge, analysis and interpretation of financial information.
* Experience of working with budget holders, preparing budgets and monitoring performance.
* Demonstrated ability to plan, organise and prioritise work to meet deadlines.
* Practical experience of providing financial support to non‑financial managers within a service‑delivery context.
* Experience of staff supervision, training and development.
