The Norfolk and Waveney University Hospitals Group (NWUHG), was formed in May 2025 and brings together the Norfolk and Norwich University Hospitals Trust, the James Paget University Hospitals Trust and the Queen Elizabeth Hospital Kings Lynn.
While each Trust continues to operate under its own name and identity, the formation of the group enables us to build on the successful partnership we established as the Norfolk and Waveney Acute Hospital Collaborative, through which we’ve worked since September 2020 to align decision-making on common issues.
As the NWUHG, we’ll work together under a Group Board with a single Interim Group Chair, Group CEO, Prof Lesley Dwyer, and joint Executive and non-Executive Directors.
Each Trust remains a separate statutory organisation with its own Executive Managing Director, who will be a full member of the Group board, and leadership team. Each hospital also remains focused on its community and local services and staff relationships will continue to be central to how we work.
This structure will align our strategic ambitions and give us the streamlined decision-making combined with locally-focused delivery of care that will enable us to enhance experience and outcomes for patients across Norfolk and Waveney. It also gives us the opportunity to:
Transform health services based on the needs of our patients and communities, particularly focusing on preventative and proactive healthcare for people with long-term conditions and delivering a consistent best practice model of urgent and emergency care with a focus on frailty.
Build on our combined knowledge, skills and experience to implement safe and sustainable care models, level-up access and outcomes and improve outcomes for people with cancer.
Take a co-ordinated approach to the development of the two new hospitals in King’s Lynn and Gorleston.
Work at scale to improve our service resilience, enhance staff development and training, create a University Hospital system that strengthens our potential for research, training and innovation, and realise the benefits of service transformation that can be achieved through estates and digital.

Our Group brings together three statutory Trusts, Norfolk and Norwich University Hospitals, Queen Elizabeth Hospital King’s Lynn, and James Paget University Hospitals, into a single operating model designed to deliver greater consistency, better outcomes, and fairer access to care for the communities we serve. This is one of the most ambitious system integration programmes in the NHS today, and the Executive Managing Directors based at each site will be instrumental in making it a success.
As the senior executive leader for your hospital, you will hold Board level accountability for patient safety, clinical and operational performance, financial stewardship, and the delivery of agreed objectives. You will lead your hospital’s management team with a visible, values driven approach, building a culture in which staff feel engaged, supported, and empowered to deliver safe, high quality, compassionate care, every time.
You will work closely the wider Group Executive, and our clinical leaders to translate our collective vision into tangible results. This means driving operational excellence and performance improvement, tackling inequalities in health outcomes, and ensuring that your hospital plays its full role in Place based partnerships. We are committed to integrating care across primary, community, mental health, local government, and voluntary sectors, and your leadership will be key to forging the relationships that make this possible.
We are looking for a leader who can operate at scale and complexity, bringing authenticity, resilience, and strategic insight alongside operational grip. You will need to balance the immediate demands of performance with the longer term transformation of services, ensuring that our hospitals are meeting today’s requirements while looking to the future.
This is a highly visible role, both inside and outside the organisation. You will be the face of your hospital for staff, patients, partners, and the public, building trust, fostering collaboration, and ensuring that decisions are made with the voice of our communities at their heart.
