Private Sector Housing Technical Officer Permanent, 37 hours per week £35,412 to £39,152 per annum We are looking for a dedicated, enthusiastic and organised Private Sector Housing Technical Officer to join our joint Housing service at Malvern Hills and Wychavon District Councils.The role covers a varied and wide range of private sector housing functions, contributing to the delivery of the Private Sector Housing team services provided to landlords, tenants, agents and owner-occupiers on a day-to-day basis. Our Private Sector Housing team is expanding in preparation for new legislative changes and as a key member of the team, you will use your experience to lead on inspecting and licensing Houses in Multiple Occupation (HMOs) and investigating complaints of disrepair to improve housing standards in the private sector across the two districts. You should be experienced and competent in assessing housing conditions and be qualified in the Housing Health and Safety Rating System (HHSRS) and have good knowledge of housing legislation together with an understanding of its practical application. The successful candidate will need to work with other services (including Planning Enforcement and Revenues and Benefits) to pro-actively identify HMO properties and work with owners, landlords and agents to ensure properties comply with the safety standards, HMO management regulations, and are licensed. You will need to provide technical and specialist housing advice and, as part of your role, you will be required to have skills in persuasion, negotiation and influencing to support your work with internal and external customers along with partner organisations.You will also use your excellent written and verbal communication skills to undertake both informal and formal housing enforcement action. About you The successful candidate will: Be qualified in the Housing Health and Safety Rating System (HHSRS). Have good knowledge of housing legislation together with an understanding of its practical application. Be experienced in inspecting and licensing HMOs, investigating complaints about property conditions, assessing properties in accordance with HHSRS and carrying out inspections under the Housing Act 2004. Be able to prepare schedule of works, draft and serve statutory housing enforcement notices, produce witness statements and case files to attend court and tribunals to give evidence. Have good computer literacy and be able to use MS Office. Have the necessary skills to manage and maintain a case load and keep detailed and accurate records. Be able to undertake visits to residential premises including some unhygienic and poor physical condition/s, in rural locations and occasional working outside normal working hours. You will be required to undertake site visits so flexibility, a full driving licence and use of a car is essential. You will also need to be able to travel through the Wychavon and Malvern Hills districts. Ideally hold a relevant degree in Environmental Health, have experience of working within a local authority housing service or a related field and hold professional membership to CIH and/or CIEH. It would be advantageous to have experience of partnership working.
