Developing Highways Support Officer – Section 38/278

We are seeking an experienced Developing Highways Support Officer to support the management and adoption of historic Section 38 and Section 278 agreements under the Highways Act 1980.
Key Responsibilities:
* Process and manage S38/S278 agreement applications.
* Review highway designs, technical assessments, and developer submissions.
* Maintain agreement records, bonds, certificates, and related documentation.
* Prepare legal instructions and support agreement drafting.
* Liaise with developers, consultants, inspectors, and engineering teams.
* Monitor inspections, supervision, and adoption of completed highway works.
* Ensure compliance with legislation, standards, and best practice guidance.
Requirements:
* Experience working with Section 38 and Section 278 agreements.
* Strong understanding of highways development and adoption processes.
* Ability to review technical drawings and highway designs.
* Excellent stakeholder management and communication skills.
* Experience maintaining technical records and managing multiple projects.
