Commercial Officer – UK Health Security Agency
Location: Birmingham, Leeds, Liverpool, London (Canary Wharf). Salary: Civil Service Higher Executive Officer (HEO) Grade – £33,422–£45,353 per annum, pro rata.
We are looking for Commercial Officers to join our Sourcing & Delivery and Commercial Programmes teams, part of the Commercial, Vaccines and Countermeasures Delivery (CVCD) Directorate.
Main Duties
* Support senior managers, stakeholders and suppliers to deliver high‑quality commercial solutions for UKHSA.
* Support specific portfolios of sourcing, tenders, contracts and other projects.
* Support supplier performance and commercial meetings to ensure contract obligations are met and additional value is achieved.
* Support competition exercises using the e‑tendering portal (Atamis), including mini‑competitions, open competitions and, if necessary, direct awards or single tenders.
* Draft commercial documents, including tenders, contracts and contract change notes, working closely with finance and legal partners where necessary.
* Analyse markets, suppliers and conduct due diligence where required or in collaboration with subject‑matter experts.
* Lead full compliance of data and data entry to ensure reporting is robust and accurate.
* Ensure all commercial activity is compliant with legislative obligations, UKHSA standing financial instructions and government best practice.
* Build strong relationships with stakeholders to address queries and questions.
* Respond to Freedom of Information requests, Parliamentary Questions and other media queries.
Qualifications and Experience
* Demonstrable knowledge and experience in a commercial role, or involvement in procurement or contract management.
* Practical experience using finance/purchasing systems.
* Excellent written and verbal communication skills.
* Evidence of stakeholder management skills.
* Ability to work in teams and on multiple simultaneous projects.
* Experience with public sector procurement legislation.
* Problem‑solving skills and ability to respond to urgent unexpected demands.
* Willingness and eagerness to join a newly formed team and support health security and public health.
