The post holder will be part of the valuation staff who prepare and maintain the Valuation Roll and Council Tax Valuation List. The post will be based at Fife House, North Street, Glenrothes, KY7 9EL but will work Fife wide.As a progressive employer, we offer the opportunity to work in this role as a “blended working” arrangement with home-working opportunities and occasional office-working as required.
While the significant part of the role can and will be carried out remotely, candidates should be able to travel to and attend office locations in Fife as required.
Key tasks in the role include:
1. Monitor property development and property sales over a geographical area of Fife.
2. Liaise with Council Tax payers over banding queries and proposals and manage their cases within statutory timescales.
3. Deal with a wide variety of enquiries received by the service from a broad range of parties regarding council tax and non-domestic rates matters.
4. Make appointments to inspect properties for both council tax and non-domestic rates.
5. Survey domestic properties for council tax and non- domestic properties for non-domestic Rates, and then create or maintain property files.
6. Research sales information for a council tax valuation, or rental information for a non- domestic rates valuation.
7. Carryout council tax or non-domestic valuations.
8. Maintain the services computer and manual systems.
9. Assist in the preparation of council tax and non-domestic rates appeal cases being heard before the Scottish Courts & Tribunal Service.
The Person
10. A property based HND, HNC, NVQ3, foundation degree or equivalent. An applicant with the appropriate qualification will start on the Fife Council paygrade FC6 £30,691.29 - £33,732.26
11. Able to deliver good customer service to a variety of internal and external stakeholders, through verbal and written communication skills.
12. Good numeracy, accuracy and the ability to produce clear, concise and accurate documentation and reports.
13. Experience and ability to work in a busy office environment as part of a team or individually as required.
14. Experience of working in an Assessor’s office, property environment or similar and delivering a professional approach to duties.
15. A working knowledge of construction materials and civils.
16. Able to organise and prioritiseown workload to meet agreed deadlines, and work under own initiative.
17. Enthusiastic and self-motivated.
18. Strong IT skills and a knowledge of data protection principles.
19. The ability to travel throughout Fife.
20. The ability to learn and apply non-domestic rates and council tax legislation and case law on a practical basis.
