Job Description:
Stratton Mills Recruitment is proud to be partnering with a childrens residential provider in Leicester that is seeking an experienced and dedicated Responsible Individual to oversee several childrens homes across the Leicester and Leicestershire area.
This is a senior leadership position for a confident and knowledgeable professional who understands Ofsted requirements, safeguarding responsibilities, and how to drive quality across multiple services.
You will split your time between the providers homes and head office, ensuring high standards of care, compliance, and operational excellence.
Duties
Ensure each home operates in line with the Childrens Homes (England) Regulations 2015 and Quality Standards
Undertake and record monthly Regulation 44 monitoring visits (where applicable oversight is required)
Review and monitor Regulation 45 reports and service development plans
Maintain oversight of safeguarding incidents and ensure appropriate notifications are made to Ofsted and relevant authorities
Monitor complaints, allegations, and whistleblowing concerns to ensure robust investigation and resolution
Oversee safer recruitment practices and ensure compliance with safer recruitment legislation
Monitor staff training compliance, supervision frequency, and performance management processes
Lead on Ofsted inspection preparation and provide strategic direction during inspections
Ensure effective risk management frameworks are implemented across all homes
Oversee placement matching processes to ensure safe and appropriate admissions
Monitor occupancy levels, financial performance, and budget adherence in collaboration with senior leadership
Review and approve policies and procedures in line with legislative updates
Chair or attend senior management meetings and provide governance-level oversight
Promote a culture of continuous improvement and high-performance standards
Act as escalation point for serious incidents and provide leadership during crisis situations
Ensure positive partnership working with Local Authorities, placing teams, and external professionals
Skills
Extensive knowledge of Ofsted regulations and the Childrens Homes (England) Regulations 2015
Strong understanding of Quality Standards and safeguarding legislation
Proven ability to provide strategic leadership across multiple services
Excellent multi-site oversight and governance capability
Strong experience in regulatory compliance and audit processes
Ability to analyse Regulation 44 and 45 reports and implement improvement plans
Advanced risk management and safeguarding decision-making skills
Confident in leading during inspections and regulatory scrutiny
Excellent leadership, mentoring, and performance management skills
Ability to support and challenge Registered Managers constructively
Strong communication and interpersonal skills, both written and verbal
High-level report writing and documentation skills
Ability to manage complex situations calmly and decisively
Strong organisational skills with the ability to prioritise across multiple homes
Financial awareness and understanding of budget oversight
Skilled in stakeholder engagement, including Local Authorities and external professionals
Ability to drive continuous improvement and service development
High levels of integrity, accountability, and professional resilience
Essential Requirements To be considered for this Responsible Individual role, you must have:
Previous experience working as a Responsible Individual within childrens residential care (essential)
Level 3 Diploma for the Children and Young Peoples Workforce (or equivalent)
Level 5 Leadership and Management qualification in Residential Childcare (or equivalent)
In-depth knowledge of Ofsted regulations and safeguarding legislation
Strong leadership and multi-site management experience
Ability to travel across Leicester and Leicestershire
