HR Change Manager
Location: Gloucestershire Constabulary HQ, Waterwells, Quedgeley, Gloucester, GL2 2AN
Contract: Fixed term (26/01/26 - 01/05/2026)
Hours: 37 hours per week, Monday - Friday, 9am-4pm
Pay Rate: £23.45 PAYE per hour
About the Role:
Gloucestershire Constabulary is delivering a significant transformation programme across Enabling Services, Crime Command and Local Policing Areas. This includes cultural development, continuous improvement, structural redesign and the introduction of new operating models.
We are seeking an experienced HR Change Manager to lead and support key areas of this programme, ensuring that people are supported, risks are managed, and business-as-usual services remain stable throughout periods of change.
This is a high-impact role ideal for a confident leader with strong HR, organisational design and change management expertise.
Key Responsibilities:
Support Heads of Function with finalising the design and sequencing of departmental restructures.
Coordinate and manage activities across the change team to ensure effective delivery.
Lead detailed role design and workforce planning for new and revised posts aligned to system and process changes.
Manage the full restructure process, including individual and collective consultation, redeployment, job evaluation and recruitment—ensuring legal compliance and organisational risk mitigation.
Lead business process design for the new operating model in collaboration with stakeholders.
Ensure transition plans protect business-as-usual services during change.
Support operational leaders with change readiness and adoption of new ways of working.
Build strong, influential relationships across the organisation, including with trade unions and staff associations.
Use workforce data and HR metrics to inform planning and decision-making.
Support budget planning and the efficient use of resources.
Essential skills and experience:
MCIPD or equivalent experience/qualification.
Degree or equivalent professional experience.
Minimum 3–5 years’ experience managing people, ideally in HR.
5+ years’ experience in organisational change management.
Strong understanding of employment law, particularly related to change and consultation.
In-depth knowledge of job design, job evaluation and organisational structures.
Proven experience delivering change programmes within complex environments.
Excellent written and verbal communication skills.
Ability to analyse and interpret data for workforce planning and decision support.
Experience in budgeting and forecasting.
