Description Could you help shape the future of Scotland’s public sector property and construction landscape? The Property and Construction Division (PCD) delivers high-impact policy and advice across central government, helping improve procurement practice and the stewardship of Scottish Ministers’ property. Based within the Scottish Procurement and Property Directorate, PCD supports a varied and high-profile portfolio through three specialist teams, led by the Chief Surveyor and Head of Division. This senior role leads the division’s Support Team—working closely with the Chief Surveyor, Head of Division and senior colleagues to enable delivery of Ministerial priorities, drive improvement programmes, and support the effective running of the division. With oversight of property data, assurance, and key stakeholder relationships, the post is central to how PCD operates and evolves. It’s a unique opportunity for an experienced leader to contribute at a strategic level, influence national programmes, and shape how government delivers in a fast-moving policy and operational environment. Responsibilities Leadership and management of the support team – you will be active in the division SMT, embedding and role-modelling a professional, approachable and inclusive culture and delivery of quality support services, responsive to need and valued to enable others in the team to deliver divisional commitments, empowering and enabling your support team of 4 FTE, deputising for the DD as requested and ensuring continuous improvement and learning. Property and Construction Data – as division Deputy Information Asset Owner you will act as data champion for the division, oversee an improvement programme through the Property Data Manager supporting the validation, completion and annual compliance of public sector estate data, ensure delivery of the annual s76 Report on Climate Efficiency and support the work of the Single Scottish Estate Programme and Construction Knowledge Hub with data management. Engagement and Support – you will oversee and empower your team to provide secretariat services, EA function to the DD, proactive and accurate responses for FOI/MiCase/PQ/Core Briefs and to provide administrativeand support services across the division, liaising as needed with Workplace and DBMU colleagues. Assurance and Scrutiny – you will develop and maintain the control pack and annual Certificates of Assurance, Property Controls secretariat, scheme of delegation, risk register and oversee the delivery of the trawl process, property ownership enquiries, briefings co-ordination. Business Planning, monitoring and reporting – you will co-ordinate the development, monitoring and reporting of the divisional business plan, dashboards, updates and briefings to Ministers and senior leaders, including resilience and succession planning, training requests. Technical / Professional Skills: 1. Recognises the complexities of organisational service delivery, and communicates key issues and messages in an open, simple, and accessible way to stakeholders. 2. Operational leadership and management Sets a compelling sense of direction and purpose for the team and builds costed, measurable plans to secure and maintain delivery excellence. Systematically manages risks which might impact on service delivery, using Risk Registers, Certificates of Assurance etc. Leads teams to ensure delivery is achieved within legal, regulatory and policy frameworks, and to promote a culture of compliance (where required).
