We have an excellent opportunity available for a dynamic and experienced Development & Construction Project Manager to join our Commercial Property Team here at Wokingham Borough Council, on a full time, permanent basis.
As the Development & Construction Project Manager, you will lead and manage the delivery of both WBC service and commercial development opportunities from masterplanning and viability to implementation and delivery. This will include utilising expert project management skills to work with multi-discipline teams, Council wide departments and external stakeholders, ensuring the Council's construction projects are delivered on time, within budget, and to the highest standards.
This role requires a proactive individual with excellent project management skills and a strong understanding and experience of Commercial and Residential construction projects.

Key Responsibilities:
1. Manage the delivery of the Council’s Capital Programme construction projects, from inception to completion, to time, budget and service client satisfaction, and in line with the Council’s procurement rules and regulations
2. Oversee the appointment and management of external consultants and contractors on spatial planning, property, highway, construction and other commissions which contribute to the planning, appraisal and delivery of development sites.
3. Ensure all development proposals represent value for money and the optimum use of Council resources through on-going financial appraisal, assessment and production of robust business cases.
4. Conduct risk assessments and implement mitigation strategies.
5. Monitor construction project progress and provide regular updates to senior management.
6. Liaise with local planning authority, politicians, stakeholders, funders and tenants on all planning and communication matters across the strategic property and commercial assets portfolio.
Candidate requirements:
7. Degree-level, equivalent relevant construction professional qualifications or expertise.
8. Evidence of continuous personal and professional development.
9. Strong project management background, either in the private or public sector.
10. Good IT skills including office software such as M365, SharePoint, Teams, Word, Outlook, PowerPoint and Excel.
11. Well-developed written and verbal communication skills.
12. Experience of managing construction projects to successful outcomes.
