Key Responsibilities:
* Budgeting & Planning:
Lead the preparation and monitoring of annual budgets, capital programmes, and the Medium-Term Financial Strategy. Deliver insightful financial reports to senior leaders and governance committees, helping to steer organisational decisions.
* Financial Accounting & Compliance:
Ensure timely and accurate statutory accounts and returns. Maintain robust controls, including bank reconciliations, asset registers, and treasury management. Collaborate with auditors to guarantee full compliance and transparency.
* Exchequer & Transactions:
Oversee all transactional operations, including payments, payroll, pensions, procurement, and VAT compliance, ensuring efficiency and accuracy.
* Leadership & Development:
Inspire, support, and develop a high-performing finance team. Implement performance measures, foster professional growth, and ensure seamless business continuity.
* Advisory & Representation:
Provide trusted financial advice to senior managers, represent the finance function both internally and externally, and confidently deputise for the Head of Finance as needed.
Person Specification:
* Fully qualified accountant with active professional membership.
* Significant experience in financial management within a Public Sector organisation (including any organisation in receipt of public funding, not limited to local government).
* Strong technical expertise in accounting standards, treasury management, and financial systems.
* Proven track record of leading, developing, and inspiring teams.
* Exceptional communication and stakeholder management skills, able to translate complex financial information into clear, actionable insights.
