General Description:
The Project Manager serves as a strategic leader and facilitator within NOVA Workforce, driving the successful planning, coordination, and execution of initiatives related to Skilled Trades and Transportation training programs. This role fosters strong partnerships with internal teams, industry stakeholders, government agencies, and community-based organizations to deliver measurable program outcomes and advance workforce development efforts across Northern Virginia.

Duties and Tasks:
1. Cultivate and manage collaborative partnerships with business leaders, community-based organizations, and public-sector agencies to support program development and execution.
2. Lead cross-functional teams to plan, implement, and evaluate workforce development projects that align with employer needs and regional labor market demand.
3. Develop and maintain detailed project plans, timelines, and communication strategies to ensure all stakeholders remain informed and engaged.
4. Track and analyze project performance data to assess progress toward short- and long-term goals, with a focus on continuous improvement and outcome optimization.
5. Oversee project budgets, including forecasting, financial tracking, and recommending adjustments to ensure projects remain within scope and funding parameters.
6. Coordinate internal resources and external vendors to ensure the timely, cost-effective, and high-quality execution of deliverables.
7. Maintain comprehensive project documentation, including reports, contracts, communications, and compliance materials.
8. Plan and facilitate activities, events, and stakeholder meetings necessary to support project milestones and program success.
9. The Project Manager is responsible for overseeing the full project lifecycle, ensuring alignment with program goals, compliance with funding requirements, and achievement of participant success metrics.
10. Development of project plans, resource management, budget oversight, and performance tracking through data-informed decision-making.
Minimum Qualifications:

11. Demonstrated knowledge of budgeting principles, procedures, and tools to manage and track large-scale program budgets across multiple funding sources.
12. Skilled in budget planning, monitoring, and forecasting with the ability to make data-informed adjustments to ensure fiscal accountability.
13. Proven ability to build and maintain strong partnerships with business leaders, government agencies, non-profits, and internal stakeholders.
14. Capable of working independently and collaboratively on cross-functional, outcomes-based workforce development projects.
15. Strong written and verbal communication skills with the ability to lead, motivate, and engage diverse audiences.
16. Able to interpret workforce data and employer needs to inform strategy and develop effective, data-driven solutions.
17. Demonstrated ability to manage multiple complex projects in a fast-paced environment while maintaining accuracy and quality.
18. Willing and able to travel locally and work evenings or weekends to meet project or event demands.
19. Proven success in initiating and completing projects on time, within scope, and within budget.
20. Familiar with project management frameworks and tools used to plan, monitor, and report on workforce and training initiatives.
21. Working knowledge of project management frameworks (e.g., Agile, Waterfall, PMBOK) and tools used to plan, track, and report on workforce and training initiatives.
22. Strong understanding of skilled trades and transportation sectors, or demonstrated ability to learn and engage with technical workforce domains.
23. Excellent organizational, analytical, and problem-solving skills with the ability to manage multiple priorities simultaneously.
24. Proficiency in project management software and data tracking systems.
25. Strong interpersonal and communication skills, with the ability to build trust and influence across diverse stakeholder groups.
Minimum Work Experience:
26. Experience in project management, preferably in workforce development, education, or public-sector environments.
27. Budget management and reporting experience.
28. Experience with Microsoft Office suite, especially Excel.
29. Experience in coordinating and leading impactful meetings, events, and engagements with internal and external partners.
30. Experience in conducting quantitative and qualitative analyses for program evaluation and continuous improvement reporting.
Additional Considerations:
31. Experience in directly managing projects, preferably in workforce development, higher education, or job training environments.
