We are looking for an inspiring and forward‑thinking Environmental Health Team Manager to lead our Environmental Protection and Health & Safety Team.
This is your opportunity to play a key role in protecting public health and the environment, whilst delivering a wide range of statutory functions and shaping future policy in one of the most dynamic and diverse cities in the UK. As Team Manager you will deliver functions including commercial nuisance investigations, health & safety in the private sector, entertainment licensing, animal welfare, air quality and pollution control.
You will be a key part of our management team, contributing to strategic decision making, ensuring excellent service standards, forging and maintaining strong partnerships with the Environment Agency, Police, DEFRA, HSE, UKHSA and internal partners, and supporting and developing your team of EHO’s and technical officers. Working directly with the Environmental Health Manager, you will lead a multi‑disciplinary team to ensure the delivery of high‑quality, effective and efficient services that meet statutory objectives and Council priorities.
Key Responsibilities
* Understand the dynamic of the team and be proactive in its development to maximise service outcomes.
* Lead and manage a multi‑disciplinary team to deliver high‑quality services meeting strategic objectives, statutory responsibilities and Council priorities.
* Lead service planning, change management, staff recruitment and procurement of internal and external services at a team level.
* Forge and maintain senior‑level relationships with key stakeholders and partners (Police, DEFRA, FSA, HSE, Environment Agency, UKHSA, the private sector and voluntary groups).
* Plan, design, lead and manage programmes addressing health inequalities and environmental improvements.
* Investigate and respond to formal complaints (stages 1 & 2 and Ombudsman).
* Prepare and develop budgetary provision at the team level and recommend budget management and financial planning.
* Ensure resources are managed and service delivery is achieved within agreed budgets while complying with the Council's Financial Regulations and standing Orders.
* Maintain good working relations with Trade Unions.
* Provide expert guidance and direction on a wide range of environmental health and public health activities to the team, wider organisation and partners.
* Use skills and techniques to develop individuals, deliver appraisals and personal development plans, and achieve career aspirations.
* Support team members on staff development and performance management.
* Accurately record and keep updated information using the service's information technology systems.
* Play a key role in cultural and operational change within teams alongside the service manager.
* Communicate effectively with a wide range of people, including colleagues, partners, agencies and the public.
* Work both as part of a team and independently on field or office based tasks.
* Participate in appraisal, training and development activities to keep knowledge and skills up to date.
* Improve own practice through observation, evaluation and discussion with colleagues.

* Attend relevant meetings, training days and events as requested.
* Comply with Leeds City Council policies and procedures (child protection, health & safety, confidentiality, data protection).

Qualifications
* Suitably qualified Environmental Health Officer.
* Hold Certificate of Registration awarded by the Environmental Health Registration Board or Chartered EHP status.

* Relevant leadership experience in a service or operational area related to the role.
* Successful operational resource management including evaluation of competing priorities.
* Experience working with others to deliver cross‑sector or cross‑service projects.
* Experience in managing services to meet customer needs.
* Evidence of engagement with citizens, communities and stakeholders in decision‑making processes.
* Experience delivering environmental health services and participating in forums and networks.
* Experience developing productive relationships with Members and senior staff.
