Renters Rights Act Project Officer – Rugby Borough Council
Location: Town Hall, Evreux Way, Warwickshire, CV21 2RR
Duration: 6 months contract (fixed‑term project role), with potential for extension or permanent appointment depending on performance and experience.
Hours: 37 hours per week.
Workplace: On‑site role.
This role is part of the new statutory duties under the Renters’ Rights Act 2025. The successful candidate will lead and support the mobilisation and implementation of the Council’s responsibilities for private rented sector regulation.
Key accountabilities
* Project Management and Mobilisation
Plan, coordinate and manage Renters’ Rights Act implementation projects from initiation to delivery, using appropriate project management tools and methods. Develop and maintain project documentation, including project plans, risk and issue logs, dependency maps and highlight reports for senior officers.
* PRS Regulatory Systems and Workflows
Design and document PRS enforcement and investigatory workflows, including decision gateways, authorisation points and escalation routes. Support the development of compliant processes for investigating powers, civil penalties, prosecutions and evidential standards. Ensure PRS workflows align with statutory guidance, proportionality requirements and best practice in regulatory services.
* Data, Digital and Reporting Enablement
Lead the development of PRS data capture, recording and reporting processes in preparation for the national PRS database and Ombudsman requirements. Work with Digital, ICT and Data colleagues to identify system requirements, data standards and integration needs, and support the establishment of performance measures, management information and reporting arrangements to evidence compliance, outcomes and funding use.
* Governance, Risk and Compliance
Support the establishment of clear governance arrangements for PRS regulation, including roles, responsibilities and officer delegations. Ensure implementation activity aligns with information governance, data protection and corporate assurance requirements. Prepare briefing notes, reports and recommendations for senior management and Members where required.
* Partnership and Inter‑Service Working
Act as a key liaison between Environmental Health, Housing Advice, Legal, Finance and Digital teams to ensure joined‑up delivery. Support the development and testing of future delivery models without committing prematurely to live service delivery.
Requirements
* Experience of managing or supporting projects in a regulatory, digital, transformation or service improvement context.
* Experience of developing or supporting systems, processes or workflows to support statutory or compliance‑based functions.
* Knowledge of project management methodologies and tools.
* Awareness of information governance, data protection and risk management considerations when working with sensitive or statutory data.
