Role Responsibility

We have an exciting opportunity for a highly motivated individual to become our first Modern Slavery and Human Trafficking (MSHT) Coordinator, working within Kent County Councils (KCC) Serious Organised Crime team.

The Government set the framework to tackle MSHT in its Modern Slavery Strategy (2014) that sets out to reduce prevalence and enhance response to tackle MSHT, adopting a strong collaborative international response.

This outlines the key areas as follows:-

1. The framework builds on what has been successfully implemented in both serious and organised crime and counter terrorism (actions taken under the 4 P approach)
2. Through the Modern Slavery Act (2015) creating a statutory duty for specified public bodies to provide notification about potential victims of modern slavery
3. Under the Modern Slavery Act, First Responder organisations must refer potential victims to the National Referral Mechanism or notify the Home Office ensuring all cases are recorded and considered.
4. Delivering a victim-centric approach focusing on preventing vulnerable children and adults from becoming victims in the first place
5. Improving the proactive identification of victims and enhancing their support
6. Ensure that effective legal powers are used to deal with the threat of modern slavery
7. Develop understanding of communities and individuals most at risk of being trafficked or exploited and reduce vulnerability to exploitation

This is a high-profile role supporting the Assistant Director Contest and Serious Organised Crime (SOC) Manager to co-ordinate and deliver MSHT preventative activity across Kent.

You will be politically astute, possess a strong understanding of the wider political landscape and have in depth knowledge of MSHT including its impacts on individuals, communities and on KCC. You will have excellent communication and influencing skills and will be expected to represent the organisation at various internal and external meetings and engage with districts and boroughs and voluntary organisations. You will be highly motivated in addressing this issue and raising awareness at all levels of the organisation, as well as externally.

The post will report to the SOC Manager.

This post is subject to security clearance vetting.

This post is considered by KCC to be a customer-facing position. The Council therefore has a statutory duty under Part 7 of the Immigration Act 2016 to ensure that post holders have a command of spoken English sufficient for the effective performance of the job requirements. The appropriate standards are set out in the Job Description/Person Specification.
