ABOUT THE ROLE
The Department of Public Works is a 250-person department committed to providing dependable, high-quality services; developing a safe, healthy, livable environment; supporting and developing the workforce; engaging the community and providing excellent customer service; and planning for a sustainable future. The Supervising Engineer is a key member of the engineering team at the Department of Public Works and reports to the Commissioner through the Assistant Commissioner for Engineering/City Engineer.
The Supervising Engineer will be part of the management team within the Engineering Division and will work toward the goal of providing efficient operations and excellent customer service. The person in this role will perform high level organization and management duties for the Department requiring excellent customer service, sound decision-making, financial responsibility and problem-solving.
ESSENTIAL DUTIES AND RESPONSIBILITIES
* Manage all aspects of large capital design and construction projects including consultant management, community relations, schedule, budget, bidding, change orders, and quality control.
* Coordinate the design and construction of public infrastructure improvements with a particular focus on the Complete Streets Program and Cycling Safety Ordinance Program with residents, property owners, business owners, other city departments, state and federal agencies and other stakeholders.
* Act as the DPW representative on multi-department planning initiatives and advisory committees.
* Supervise direct report staff and participate in the hiring and oversight of staff and consultants.
* Effectively collaborate with other Public Works Divisions and City departments to meet multi-disciplinary goals and objectives for the built environment including bicycle facilities, Complete Streets, Vision Zero and maintenance of public facilities.
* Review, permit and oversee construction of public infrastructure improvements performed by private entities.
* Manage all aspects of large private development projects including the impacts on the public way and utilities; schedule; traffic management plans; coordination between adjacent development projects; and inspection and quality control of municipal infrastructure improvements including sewer, water, drain, street, sidewalk, bicycle facilities, landscape improvements and tree plantings.
* Inspect construction, maintenance, and/or repairs by contractors of municipal infrastructure including streets and sidewalks, bicycle lanes, public utilities, parks, and related facilities.
* Review building permit applications to ensure that proposed work is compliant with DPW standard specifications, accessibility requirements, stormwater management goals and streetscape design standards.
* Employ best practices around process improvement, team management and communications.
* Assist in emergency situations as required including, but not limited to, significant inclement weather events and participate in a 24 hour a day on call rotation.

MINIMUM REQUIREMENTS
Education and Experience
* Bachelor’s degree in civil engineering or related field
* 5+ years of management experience with demonstrated experience designing and/or constructing multimillion-dollar infrastructure projects, multi-modal transportation projects and utility projects.
* Ability to manage and administer public works construction contracts.
* Demonstrated commitment to public service.

PREFERRED REQUIREMENTS
* Registered Professional Engineer
* Experience with state and municipal procurement laws and regulations.
* Knowledge and understanding of environmental laws and regulations that pertain to municipal sewer and drainage system design, construction, and operation.
* Knowledge of complete streets design emphasizing accommodation for pedestrians and cyclists.
* Knowledge of state and federal accessibility requirements and experience designing and constructing accessible facilities and streetscapes.

PHYSICAL DEMANDS
Work involves frequent site visits, requiring travel to and through construction zones, driving, walking, bending, squatting, reaching and stretching. Ability to access, input and retrieve information from a computer. Ability to operate office equipment including copiers, printers and scanners. Executes multiple tasks involving keyboarding, telephones, writing, bending, reaching and lifting boxes of files (up to 10 lbs.).
WORK ENVIRONMENT
Outdoors including construction sites and congested City roadways under all weather conditions. Standard office environment, which includes fluorescent lighting and air conditioning. Busy office work environment characterized by multiple work demands from staff and customer interaction. This position may be eligible for hybrid work under the City’s Telework Policy depending on operational needs.
