Background
RaytheonUK's Commercial teams provide critical support to functionalbusiness areas around the country, and are engaged in the fullrange of services, products and programmes that we deliver toGovernment and industry customers.
Due tosuccessful and on-going bid work, we are seeking a talentedSubcontracts Manager to aid us in the delivery of currentprogrammes, and in the winning of profitable new contracts thatwill further enhance our commercialposition.
This hybrid position can be based outof Harlow and potentially other locations, with a generalexpectation that you will attend your home site two days per weekand other sites periodically, though flexibility can be offered toaccommodate the rightperson.
What will I bedoing?
As aSubcontract Manager, you will be responsible for a wide range ofcommercial activities within one of our functional business areasor programmes. You will direct all phases of the subcontract, frominitiation of the business case for Make v Buy decisions, requestsfor proposals, tendering (competitive and single-source),subcontract management plans, negotiation strategies,partnering/relationship management strategies, cost accountability,programme execution, all the way through to contract closure.
You will continually assess and promotesustainable and responsible procurement, including social, culturaland diversity values within the organisation and throughout thesupply chain. Examples of other specific duties andresponsibilities include:
* Earlysubcontractor identification and engagement to support new businesspursuits and provide risk/opportunity analysis for earlycapture
* Independently responsible fordeveloping PCR/DSPCR-compliant procurement strategies (includingidentifying the appropriate procedure and providing fulljustification for its selection) for our Ministry of DefenceCustomer (working with the Customer to gainendorsement)
* Responsible for executingPCR/DSPCR-compliant procurement procedures and guidingmulti-functional internal teams through the process (includingscoring moderation). (working with the Customer to gain endorsementat each stage including the setting of Selection and Award criteriaincluding weightings etc)
* Creating, executingand managing various international or domestic subcontract types(Cost Type, Incentive Type, Firm Fixed etc.) using various sourceselection techniques
* Developing andimplementing International Offset/Industrial Participationstrategies and negotiates associatedAgreements
* Participating in development ofsupplier Statements of Work (SOW) and conducting bidders'conferences as required
* Performing orsupporting cost and price analysis, developing negotiationstrategies, and leading negotiations in order to create value formoney outcomes for procuring goods andservices
* Directing and managing all cost,quality, schedule, financial and technical performance requirementsthat are levied on the subcontractor or the product family and isrequired to ensure performance and support of the contractmilestones of the system
* Working with suppliersand other stakeholders to achieve collaborative partnering andstrategic relationship management to deliver value for theorganisation
* Contributing to the creation ofbusiness capture strategies by recommending strategic choices toimprove the organisation's short-and-long-termperformance
* Actively promoting thecontributions that the Commercial function can make to achievingcorporate objectives across the organisation, with stakeholders andwith the supply chain
* Participating in gatereviews and capture / proposal efforts
* Leadingor being an active member of the Supplier IPT and facilitatingrelationships between program office/functional organisations andsuppliers
* Evaluating the challenges faced bythe programme(s)/organisation and the supply chains and takingaction to mitigate risks and to developopportunities
* Initiating and participating insupplier assessments and developmentactivities
* Acting as Functional representativeat supplier and internal reviews, including Gates, MRBs andEACs
* Producing business cases / briefingmaterials / resource and materials estimates for managementreviews
* Participating in / leading supplierassessments and supplier development activity teams, including theadministration of appropriate due diligenceactivity
* Administration ofdelivery/acceptance/invoicing of goods and services
Whatqualifications, experience and aptitudes will Ineed?
* Relevantdegree-level qualification or MCIPSaccreditation
* Experience of the Public ContractRegulations and Defence and Security Public Contract Regulations -able to guide multi-functional teams through the procurementprocess to ensure compliance
* Experience inSupply Chain, Subcontract Management, Procurement, Commodity and/orrelated field
* Able to effectively lead amulti-functional team and brief at mid/seniorlevel
* Experience of working with complexinternational programmes/suppliers (including knowledge ofimport/export legislation and logisticalrequirements)
* Experience in high-complexityproposal and programme governance activities and negotiatingmedium/high-complexity non-standardagreements
