Help Shape Hampshire’s Future

We’re excited to offer a fantastic opportunity to join Hampshire County Council’s new Planning Obligations team. This is your chance to play a key role in the process of funding the vital infrastructure that supports sustainable, thriving communities across the county.

The Role:

As a Principal Planning Obligations Officer, you’ll play a key role in managing and monitoring planning obligations secured through legal agreements with developers. These obligations help fund essential infrastructure - such as schools, transport and highways improvements, and waste facilities - that supports Hampshire’s growing communities. You’ll work within the wider Spatial Planning service, helping to ensure that contributions are collected, tracked, and managed effectively on behalf the County Council. This is a strategic role that combines technical expertise, financial oversight, and collaborative working.

Please the candidate pack linked below for more information.

What you’ll do:

You’ll interpret complex legal agreements, manage financial contributions, and work closely with developers, local authorities, and internal teams to ensure obligations are met. You’ll also prepare the Council’s annual Infrastructure Funding Statement and support the development of digital systems that track and report on developer contributions.

What we’re looking for:

We’re looking for someone with good analytical skills, the ability to manage a varied workload, and the confidence to work potentially complex legal and financial information, as well as the ability to build effective relationships with a range of stakeholders. Attention to detail, assertiveness, precision with data, and a collaborative mindset are key.

Please be aware that interview shortlisting will be based on how clearly you demonstrate the essential (and, where relevant, desirable) criteria in your application - see candidate pack for more information on these.

Our benefits package includes details of the holiday entitlement, pension scheme, flexi-time scheme, family friendly policies and interest free travel loans and discounts. We offer a flexible, motivating and inclusive workplace. We have created an environment that you can look forward to being a part of, where you are empowered to be your best and a workplace built on teamwork where people can grow and develop in their roles.
