ABL Health have been commissioned by Stockport Council to deliver a high quality and specialist stop smoking service across Stockport, as part of the Integrated Wellbeing Service (Your Health Stockport). This transformative service will play a central role in system change, bringing previously separate lifestyle behaviour change functions together into one service. It seeks to work collaboratively with communities to support the transformation of services for the local population. The service will provide integrated behaviour support for smoking cessation, weight management, physical activity, all embedded in sustainable behaviour change and positive wellbeing.
Main Duties of the Job
We are seeking an experienced and motivated Project Lead to manage and drive the delivery of our Smoking Cessation programme in Stockport. In this role, you will line‑manage a dedicated delivery team, oversee the project budget (with support from the Head of Service), and build strong relationships with partners, stakeholders, and local residents to drive service improvement under the ABL Way framework. You will be responsible for planning timelines, allocating resources, and aligning delivery timetables to meet KPIs across designated neighbourhoods. The role involves tracking project outcomes, managing performance, and ensuring high‑quality delivery through governance, data monitoring, and staff development in collaboration with specialist leads. You will also contribute to quarterly reports, analyse client feedback, and take a solution‑focused approach to service development and innovation. Key responsibilities include chairing meetings, presenting performance and financial reports to the Portfolio Delivery Board, ensuring compliance with NICE and NCSCT standards, leading recruitment processes, and supporting continuous professional development across the team.

Responsibilities
The Project Lead will assist the Head of Service for the development and operational management of the Stockport Stop Smoking Service in the community. This is a leadership role where the post holder will have a real influence on the clinical and operational excellence of these elements of the service. The post holder will take a proactive lead in building relationships, partnerships and alliances in the community, secondary care and primary care settings, and supporting specialist stop smoking practitioners in these areas to deliver outcomes that benefit clients referred to the service.
The post holder must have extensive knowledge and hands‑on experience in public health or behaviour‑change settings.
Key Responsibilities
* Lead the planning and service development of the Smoking Cessation services across Stockport.
* Drive, enhance and implement the vision of ABL Smoking Cessation service amongst staff, partners and stakeholders.
* Lead and coordinate staff to facilitate service delivery.
* Lead a positive partnership and collaborative approach with stakeholders across the area.
* Ensure high quality delivery and governance within the service.
* Contract performance, reporting and budget management.
* Line manage a delivery team.
* Work with stakeholders, commissioners, local residents and service delivery team to drive continuous service improvement and innovation under the ABL Way service improvement framework.
* Manage the Smoking Cessation project budget, supported by the Head of Service.
* Build and maintain excellent relationships with partners and stakeholders within specified neighbourhoods within Stockport.
* Manage project resource allocation (e.g. equipment).

* Contribute to integrated governance procedures including clinical governance.
* Monitor and report on progress of the project, presenting reports defining progress, problems and solutions.
* Performance management of appropriate staff.
* Contribute to CPD opportunities within ABL.
* Analyse and report client feedback and delegate necessary service development actions.
* Chair team meetings and attend service development meetings.
* Present performance reports pertaining to activity, plan delivery and financial spend to the Portfolio Delivery Board.
* Work closely with specialist leads (physical activity, nutrition and healthy weight, smoking, alcohol) embedding recommendations and support for continued governance and quality of delivery for the designated team.
* Collect data, evaluate trends and prepare draft of report to the Head of Service as required.
* Take a solution‑focused approach to project planning and address obstacles.

Person Specification
Qualifications (Essential)
* Knowledge of integrated working practices within a Community health setting.
Qualifications (Desirable)
* Appropriate qualifications in either Smoking Cessation, Weight Management, Nutrition or Physical Activity.
* Project management or leadership qualification.
Experience (Essential)
* Relevant experience of delivery (health/social care/nutrition/public health/community development).
* Project and operational management experience.
* Experience of working in a health and social care environment.
* Experience of delivering/managing community development/asset based programmes.
* Experience of working with overweight/obese adults, children/families and/or experience of working with stop smoking adults.
* Experience of developing marketing campaigns, internal and external communications and stakeholder engagement.
Experience (Desirable)
* Knowledge/experience of business development processes.
