Independent non-executive director (Commercial and Finance)
Fee: £13,000 per annum plus £1000 p.a. allowance as Chair of Audit
Commitment: expected 3 - 4 days per month

NCSL is a wholly owned company of Norwich City Council, providing environmental services and building maintenance services for the city of Norwich.
We are looking for an innovative non-executive director to join our Board and work with the executive team and shareholders. In our 5th year, we deliver dynamic, cutting-edge services for a local authority with one of the UK's largest council housing stocks and its heritage assets. We also maintain fantastic parks and provide services to some of Norwich's most historic civic spaces and buildings. With your leadership, we can help more people live better lives and make our city an even more remarkable place to live.
As a NED, you will bring independent judgement and strategic insight to the Board. You will share responsibility for the decisions made by the Board and form the success of the company in the delivery of services. All of the Board members are required to work collaboratively as partners with key stakeholders.
Role details
As Chair of the Audit Committee and a key Board member you will ensure financial stability, provide good governance, and share expertise to support with our ambitious growth plans.
This is a unique opportunity to guide the business through financial planning and delivery of services within agreed budgets. As a successful entrepreneur you will also bring commercial acumen, innovation, and a growth mindset to the Board, Exec team and Shareholder Panel. This will help NCSL expand, identify new revenue streams, and ensure we are positioned to compete effectively in the wider market.
Working collectively with the wider board members, the MD and executive team, you will ensure NCSL delivers outstanding services in the most efficient, sustainable, and cost-effective way, while fulfilling our responsibilities to the council and the people of Norwich.
Experience & skills required
* Opportunity Identification – skilled at leveraging networks and using market insight to identify and evaluate new commercial opportunities
* A qualified accountant with expertise in managing company finances, You should have a proven track record of successful financial management and driving commercial growth within a service led organisation, ideally with public-private sector experience
* It is essential that you are independent of thought as well as judgment
* Good understanding of the challenges of a local government LATCO and corporate governance
* Highly strategic, ensuring alignment with our social value commitments and public sector responsibilities, you should have the ability to balance entrepreneurial ambition with risk management
* Able to work collaboratively and be great at communicating with all kinds of people.
* Governance & Oversight – Provide robust challenge and guidance on business cases, risk, and investment decisions to ensure commercial initiatives are viable and deliverable.
* Experienced at innovation & differentiation – successful record of innovation around service design, technology adoption, and delivery models to create competitive advantage.
* Mentorship skills to support the development of commercial capability within the executive and senior leadership teams.
