About you
As a Senior Engineer in Flood & Climate Resilience Management, you will bring to the role:
* Project management experience in the feasibility and or delivery of flood risk schemes.
* A minimum of three years experience in flood risk management activities.
* Effective team member with mentoring and good communication skills.
* Understanding of hydraulic modelling methods and associated water drainage designs.
About the role
As a Senior Engineer in Flood & Climate Resilience Management, you will be involved in:
* Project managing a range of flood risk schemes from embankments to Natural Flood Management, Property Flood Resilience and surface water management.
* Managing funding applications and approvals with both Leeds City Council and Partner organisations such as the Environment Agency and West Yorkshire Combined Authority.

Job purpose
To work as a Senior Member of the Flood Risk Management (Strategy and New Works) Team, to engage in all works to reduce flood risk in Leeds, project manager the delivery of flood risk schemes and undertake other activities as required and supervise the work of other staff within the Strategy and New Works team.
* Manage a small group of staff in respect to the operation of the FRM Strategy and New Works Section.
* Motivate and coach staff to achieve Corporate Plan, Service Plan and Divisional Plan Objectives.
* Supervision, appraisals and support for members of the team.
* Promote and deliver positive solutions to achieving diversity and equality in all aspects of service delivery, community engagement areas, focusing on equality of outcome.
* Represent the Service, the Department and the Council as a Senior Officer at various meetings.
* Good awareness of Health and Safety legislation.
* Undertake other duties of a similar nature and responsibility as may be determined.

Principal Responsibilities
* Project manage the feasibility, construction and delivery of flood risk schemes, through procurement of specialist expertise, suppliers and contractors.
* Represent the interests of the Flood Risk Management and the Strategy and New Works team within the context of the wider aims of Leeds City Council.
* Be a visible and enthusiastic team member, fostering good working relationships and encouraging partnership working across Leeds City Council and external partners.
* Provide advice to other sections of the council on flooding and drainage.
* Awareness of various hydrological and hydraulic modelling methods and associated surface water drainage designs.
* Assist the wider team in the management and supervision of members of staff and the supply chain.
* Demonstrate commitment to corporate processes and be motivated to achieve Corporate Plan, Service Plan and Divisional Plan objectives of the Council in particular the three pillars of Health, Inclusive Growth, Climate Emergency.
* Promote and deliver positive solutions to achieving diversity and equality in all aspects of service delivery, community engagement areas, focusing on equality of outcome and to abide by the Council’s Equal Opportunities Policy in the duties of the post and as an employee of the Council.
* Represent the Service, the Department and the Council as a senior officer for matters relating to the management, inspection, operation and maintenance of flood risk management assets.
* Continually develop and maintain specialist knowledge of contemporary issues associated with the preparation and delivery and management of flood risk management assets and schemes.
* Undertake the role of Supervisor on heavy maintenance and construction contracts when required.
* Actively support continuous improvement initiatives through contributing to cross Council schemes and supporting the Flood Risk Management Team.
Specific Responsibilities
* Ensure that all work is produced in accordance with legislation and to the appropriate local, national, and corporate standards, policies and practices.
* Assist in the development of partnership working.
* Continually develop and maintain specialist knowledge of contemporary issues associated with the preparation and delivery and management of flood risk management assets and schemes.
* Actively support continuous improvement initiatives through contributing to cross Council schemes and supporting the Flood Risk Management Team.
* Supporting Strategy and New Works team and Flood Risk Management in general in promoting and improving Drainage and Flood Risk with Leeds.
* Attending internal Strategy and New Works team and Flood Risk Management meetings and weekly 1-2- 1 meetings as required.
* Dealing with councillor enquiries regarding flood risk scheme issues related to developments and other general drainage issues.
* Providing technical support to Group and Principal Engineer in relation to the Strategy and New Works Programme and Schemes.
* Undertaking Flood Risk Scheme and Strategy related special tasks and reports as allocated by Principal Engineer.
* Mentoring junior members in relation to drainage and flood risk elements.
* Deputising for Principle and Group Engineer where required.
* Awareness of various hydrological and hydraulic modelling methods and associated surface water drainage designs.
Qualifications
HNC / HND or similar relevant qualification or can demonstrate relevant experience at a senior level.

* Minimum 3 years relevant experience in the delivery, management, inspection, operation, and maintenance of flood risk management or related assets.
Knowledge Required
* Maintaining a professional interest and keeping abreast of current changes in National Planning Policy and developments in Drainage and Flood Risk matters.
* Maintain good awareness of key planning and drainage legislation and Health and Safety legislation, as it applies to the work of the team and support and assist in the development of related policies.
* Understanding of and be able to support the implementation of new technology.
* Understanding of managers’ responsibility for health and safety, equality and diversity and wellbeing.
* Understanding of project management techniques such as risk assessments and spreadsheets.
Experience Required
* Experience of successful team working and management including coaching, mentoring and developing staff.
* Experience in an element of the feasibility, planning, delivery or maintenance of flood risk projects.
* Minimum 3 years relevant experience in the delivery, management, inspection, operation, and maintenance of flood risk management or related assets.
