Job Summary / Advert – Responsible Individual:

Location:

Hemel Hemstead.

Job title:

Responsible Individual (Ofsted Registered).

Service:

Ofsted Regulated Residential Children's Home, Regulated for the care of EBD (Emotional and Behavioural Difficulties) and / or LD (Learning Disability) children – for up to x2 children's homes.

Salary:

£700 - £800 per week – part time role – on a self-employed consultancy basis.

Initially this role is for x2 days per week, however, this will expand to x3 days per week once 2 services are registered, and at this point eh salary will be £1050 - £1200 per week.

Payments can be made via a self-employed consultancy basis, or through the companies PAYE system.

Additional rates for on-calls (£20 per day) and sleep in's (£70 per night) are also applicable.

Bonus Scheme:

Registration Bonus - £1000.

Ofsted Grading Bonus - £1000 (Good), £3000 (Outstanding).

Hours:

16 hours per week (initially); this will increase to 24 hours per week – the role is flexible; however, the service is 24/7/365 and there may be times when the Responsible Individual is expected to work outside of office hours.

The Responsible Individual will be expected to work between 2 children's home's eventually, ensuring that all are operating effectively and that the management of each service are supported and guided effectively – time management will be essential.

Annual leave:

Based on 2x days per week – 13.5 days (inclusive of bank holidays)

Based on 3x days per week – 20 days (inclusive of bank holidays)

Start Date:

Monday 05th January 2026.

Essential Criteria:

* QCF Level 3 Residential Childcare / Level 3 Diploma Children and Young People's Workforce (or equivalent).

* Level 5 Diploma in Leadership for Health and Social Care and Children and Young People's Services in the children and young people's residential management pathway.

* Ideally, previous experience working as a Responsible Individual, or as a minimum, experience at a quality Registered Manager level specifically within a residential home for children.

Experience of working within Ofsted Regulated Residential Children's Home's is essential for this post.

As a Responsible Individual you will:

The Responsible Individual is responsible for ensuring the Children's Home / Homes, meets all its registration conditions, through achieving compliance with the relevant regulations. The Responsible Individual (RI) must demonstrate that they have an effective knowledge and understanding of the law, practice, and safeguarding, and apply business and management skills to oversee the smooth running of the home / s and be responsible for the supervision of the manager / s.

Furthermore, the Responsible Individual is expected to:

* Oversee the management of the service / services; this is inclusive of being a designated safeguarding lead for the company (where required), supervising the company's Registered Manager / s and undertaking quality assurance audits.

* Ensure that the service / s are operating in line with regulations and ensuring that the service / s are meeting or exceeding expectations.

* Be the individual who is the liaison / point of contact for Ofsted.

* Being the liaison with Local Authorities, and / or Clinical Commissioning Groups regarding referrals of children, invoicing arrangements, and Quality Assurance measures.

* Provide HR support to all company employees, and to ensure that HR practices are robust across the company services.

* To oversee all probationary and appraisal processes for all company staff.

* To oversee rotas for all services and ensure that staff are allocated properly and that hours are effectively utilised.

* To oversee company training for all employees; this will include having oversight of all training records, and sourcing and arranging suitable training if and when required.

* To oversee health and safety arrangements for all services.

* Having oversight of, and / or managing, and dealing with any internal or external safeguarding matters.

* Ensuring that the quality of care provided for all children in all homes is of a good quality, and in accordance with children's care plans and risk assessments.

Additionally, for the purpose of our home's that are not registered with Ofsted, and / or, applying for registration, the post holder is expected to confidently guide the home through its Ofsted Registration process in a timely fashion.

The position also requires the post holder to successfully register with Ofsted as the 'Responsible Individual' of the specific home / s – this is a pre-requisite of the role.
