Assistant Commercial Manager / Quantity Surveyor (Cardiff/Neath Port Talbot) – Hybrid Working

engstaff-in, on behalf of their client, is seeking an Assistant Commercial Manager / Quantity Surveyor to join an organisation responsible for delivering critical infrastructure, maintenance and service agreements across South Wales.

~ As Assistant Commercial Manager / QS, you will:
Assist in the development of procurement policy, contract-administration procedures and project-management systems.
Provide specialist commercial and contractual advice, including NEC contract administration.
Support dispute resolution, compensation events, claims and arbitration processes.
Monitor project performance, KPIs and compliance across service providers and supply-chain partners.
Ensure systems are in place to audit, track and manage commercial performance.
Produce commercial reports, CVRs, cashflows and maintain robust contract records.
Influence procurement strategy and promote commercial awareness across delivery teams.
Lead on project reviews to support continuous improvement.
Ensure health and safety, data-protection and quality-management standards are met.
Proven experience in procurement, commissioning and supplier relationship management.
Strong commercial & contract-negotiation skills, including drafting commercial agreements.
NEC4 contract-administration experience (highways or similar assets preferred).
Ability to manage complex commercial issues, including claims and change control.
Experience in reporting on financial and contractual matters.
Ability to analyse data and produce meaningful performance insights.
Project-management experience.
Highly IT-literate, including advanced Microsoft Office skills.
Degree in Civil Engineering, Procurement or Quantity Surveying.
Chartered Engineer or Chartered Quantity Surveyor (RICS or equivalent).
Project-management qualification.
Knowledge of local-government procurement & commissioning.
Knowledge of highway engineering, legislation and asset-management systems.
