We’re looking for an experienced Policy and Plans Manager to lead the development of evidence-based transport strategies and action plans that support healthier, more sustainable and inclusive ways to move around our borough.
You’ll be part of the Strategic Planning & Policy team in the Journeys and Places programme – responsible for delivering all new transport projects in Enfield. This is a key role for someone who understands how policy and data can influence real-world outcomes.
You will:
1. Lead the development of transport strategies and detailed action plans for walking, cycling, public transport and more
2. Use local and strategic data (including borough-wide monitoring sensors) to track progress against our targets and shape future projects
3. Work across teams to identify and prioritise transport schemes that improve safety, reduce car dependency and support community needs
4. Prepare funding bids and maximise contributions from developers and other sources
5. Line manage two professional officers, supporting their development and performance
6. Represent the Council in external partnerships and across the organisation
About you:
You’ll bring a solid background in transport planning or policy, ideally with local authority experience. You’ll be confident in developing strategy and presenting evidence clearly – whether through data dashboards, formal reports or committee briefings. A good understanding of how transport policy links to wider corporate aims such as climate action, regeneration and equity is essential.
