We are currently recruiting for a Highways Development Manager to work for a West Midlands based Council. They are looking for someone with extensive highway development experience and to respond to Planning applications on behalf of the Local Highway Authority.
Highways Development Manager
Start: ASAP
Duration: 5 Months with further extensions
Pay rate: Negotiable Inside IR35 Umbrella
Onsite: Hybrid working
Responsibilities:
* Lead on Development Control activities across highways, ensuring alignment with council objectives and growth strategies
* Review and respond to planning applications on behalf of the Local Highway Authority, providing technical advice, approvals and required amendments
* Manage highway-related development agreements including S38, S278 and S106
* Act as the Highway Authority representative at planning committees, public inquiries and stakeholder meetings
* Work closely with planning, legal, finance and external partners to support development delivery
* Oversee site performance, inspections and ensure value is added to the highway asset
* Provide strategic input into highway development programmes and economic growth initiatives
* Manage budgets and support the effective use of CIL/S106 contributions
Requirements:
* Extensive experience within highway development and Development Control
* Proven experience responding to planning applications on behalf of a Local Highway Authority
* Strong knowledge of S38, S278 and S106 agreements
* Ability to provide technical highway advice to planning teams, members and stakeholders
* Experience working collaboratively across multidisciplinary teams within a local authority environment
* Strong communication skills with the ability to represent the council at senior level and external forums
* Ability to manage multiple projects, priorities and deadlines effectively
