About the role
We are hiring a Data Product Manager to support the scaling of the Public Sector Capabilities Index. The postholder will lead the technical, end-to-end development the Index, from data collection and analysis to visualisation, all housed within a digital platform. The platform will enable city governments to efficiently and rigorously undergo an assessment process, generating high-quality data that feeds into the Index. The Index identifies where city governments have developed dynamic capabilities and where there are areas for improvement, acting both as a self-improvement tool and as a guide for funders and policymakers to target investment and support. As a core member of the team, you will work closely with project leadership and a multidisciplinary team, to design, architect, and manage the platform from the ground up. Acting as the conductor across internal and external partners, you will translate the strategic and operational goals of the Index into a cohesive, secure, and user-friendly digital service. This includes overseeing data architecture, governance, and security; managing delivery partners; and guiding the integration of new analytical and digital features to ensure the platform’s scalability and usability for thousands of cities worldwide. The team may work with external vendors to build the data‑collection platform and develop the visualisation and user interfaces, which will be informed by a delivery strategy developed by this postholder. You will also contribute to refining the survey instrument and scoring framework which underpins the Index, integrating new data sources, analysis, data storage, and retrieval methods, and ensuring the digital platform enables cities, funders, and researchers to access actionable insights. The team may work with external vendors to build the data-collection platform and develop the visualisation and user interfaces, guided by a delivery strategy developed by the postholder.
About you
You are an experienced product and project lead who is comfortable shaping strategy and delivering complex digital products in policy- and research-driven environments. You can translate high-level goals into clear roadmaps, requirements, and milestones, working closely with senior leadership, researchers, data specialists, vendors, and external partners to deliver a robust, user-centred Index and platform. You will bring strong experience in platform development, data integration, and governance, with an eye for usability, ethics, and scalability, and you are confident defining success metrics and driving iterative improvement based on user feedback. You communicate clearly across technical and non-technical audiences, keep diverse stakeholders aligned, and take pride in delivering high-quality outputs that support real-world decision-making and impact.
