Healthcare Staffing Programme – Band 7 (£52,845 – £61,466)
Permanent, Full‑time (36 hours per week)
Location: Edinburgh or Glasgow – hybrid working will apply for the foreseeable future.
Healthcare Improvement Scotland (HIS) is seeking an enthusiastic and positive individual to deliver an innovative programme to support the Nursing and Integrated Care (NIC) Directorate.
The Healthcare Staffing Programme (HSP) supports NHS Boards in improving workload and workforce planning, ensuring they have the right people with the right skills in the right place at the right time. It focuses on enhancing Boards’ compliance with the Health and Care (Staffing) (Scotland) Act 2019, develops staffing tools for NHS Scotland, monitors the Common Staffing Method, and provides assurance to Scottish Government.
As a Programme Manager you will be a pivotal member of HSP, working closely with the Associate Director for Healthcare Staffing and Care Assurance, and a diverse range of internal and external stakeholders. You will coordinate with the NIC Directorate, business manager, and senior management to ensure effective reporting, governance, and risk‑management arrangements.
Key responsibilities include:
* Planning, organising, and delivering a complex programme of work with significant political interest.
* Managing relationships with stakeholders, fostering collaboration, and ensuring programme objectives are met.
* Providing effective communication, reporting, and governance support to the directorate.
* Driving innovation and problem‑solving initiatives to improve staffing outcomes.
Required qualifications and experience:
* Proven and demonstrable programme‑management experience.
* Degree level education (or equivalent practical experience).
* Strong organisational and planning skills for demanding, complex programmes.
* Excellent communication and people skills, with the ability to develop and manage stakeholder relationships.
* Creative, innovative problem‑solving, and strong teamwork capabilities.
