Consultant In Public Health

An exciting opportunity has arisen to join CDDFT and to workacross the Durham and Darlington place based systems. This builds on the workunderway to address healthcare inequalities and to ensure the unjustdifferences in health and care access, experience and outcomes across the populationare addressed. This is a key role for the place based systems and will providepopulation healthcare leadership as well as support the Durham and Darlingtonsystem in their plans to improve their populations' health, tackle healthinequalities, ensure efficient resource use, as well as the NHS contributionto addressing social determinants of health and economic regeneration.

The role will involve working in partnershipwith the current Public Health Consultant to lead and embed a population healthand tackling health inequalities approach across the organisation and system.This role will play a key part in supporting integration of prevention, leadingpublic health work programmes; and embedding a joined up approach to health andcare across the two place based systems.It will involve advising and reporting on the agenda to Trust executiveand senior leadership teams.


Main duties of the job

We are looking to appoint an innovative and enthusiasticConsultant in Public Health with strong health intelligence and technicalskills, to provide a population health insight into our planning and caredelivery, and support development of the best value quality services

This is a senior appointment and you will be responsible forshaping and commissioning significant strategic programmes across the lifecourse and take a lead role on public health along with contributing to thewider determinants of health.

You will be expected to demonstrate strong leadership andchange management skills, working with the existing PH Consultant and partnersat a senior level across the health and social care system and with a realsense of drive to make a difference to local residents.

Required Qualifications: Applicants will beexpected to be included in the GMC Specialist Register/GDC Specialist List/UKPublic Health Register (UKPHR) for Public Health Specialists.We are open toapplicants who wish to work flexibly whether that be less than full-time,hybrid working between Trust sites and home or any other flexible way orworking. It is anticipated that interviews will be held 11th August.

We provide hospital services from two acute sites - Darlington Memorial Hospital and University Hospital of North Durham. We have a centre for planned care in Bishop Auckland and provide care from community hospitals in Chester-le-Street, Shotley Bridge, Barnard Castle, Sedgefield and Weardale as well as over 80 other community based settings and providing care in patients' homes.

Job responsibilities

The post holder will provide high level public healthexpertise into the development of a range of projects, with scope to includein-depth development of individual clinical services through to high levelhorizon scanning of future Trust activity, service models and clinicalinnovation, and the continued development of our future estate and servicestrategies.

The post holder will work in partnership with the currentPublic Health Consultant and local Public Health teams, joint commissioningteams, place based partnerships, Primary care, Primary care Networks, ICB andwill collaboratively with their peers through the public health consultantsnetwork to support the development of the North East and North Cumbriapopulation health.

The post holder will progress the Trust's contribution tohealth improvement for patients, their families, staff and the widerpopulation, by developing and implementing public health strategies within theTrust and its communities.

The post holder willbe required to work with senior clinicians, managers and health careprofessionals, on complex issues where public health input is required acrossall domains of public health.

The post holder will make recommendations regardingservices, patient care, estate and wider determinants of health. This is likelyto include innovating in how the Trust uses clinical information, and theimplementation of new tools to assist in decision making, forward planning, andservice monitoring and evaluation.

The post holder will be expected to cope with multiple andchanging demands, and to meet tight deadlines. A high level of intellectualrigour, political awareness, negotiation and motivation skills and flexibilityare required.

A high level of tact, diplomacy and leadership will berequired, and an ability to understand other cultures, advise, challenge andadvocate to enable effective working across organisational boundaries andinfluencing without direct authority

MAIN DUTIES AND RESPONSIBILITIES

1. Provideexpert public health advice and leadership for tackling healthcare inequalitiesto support and inform an evidence based and equitable approach in line withOrganisation and System objectives, with a scope from individual clinicalservices through to whole system, place based partnerships, neighbourhoods ornetwork planning, including the development of business cases, service reviews and healthcare needs assessments

2. Championthe implementation of relevant health intelligence capture, analysis anddisplay techniques, to enhance the ability of the Organisation, Place andSystem to understand the care it provides, and to ensure continuing progress towardshigher quality, safer care for our population

3. Embedapproaches to tackle healthcare inequalities across the organisation, system,place and neighbourhoods through providing expert public health focussed inputto future healthcare strategies, including analysis and forecasting of data forinpatients, outpatients and emergency attendances, and on ensuring that robustclinical epidemiology, alongside demographic and other population data, isreadily available for use and active service evaluation

4. Haveresponsibility for establishing and maintaining high levels of engagement withrelevant inter-agency, regional, and national strategy proposals and policyconsultations affecting the Organisation

5. Provideexpert support on the role of the NHS as anchor institutions and workingthrough working in collaboration with local government, in particular localDirectors of Public Health, through formal and informal relationships, todevelop and implement policy and strategy that supports the health of thepopulation.

6. Provideexpert public health advice and leadership to support and inform anevidence-based and equitable approach to enable the Organisation to fulfil itsrole as a key partner in delivering its services, in partnership with primary,secondary and social care, and across sectors including commissioning agencies,local authorities, voluntary sector, and other partners

7. Undertake,commission or collaborate on research and audit activity where necessary andtranslate research findings into practice.

8. Developpublic health promotion programmes within the Organisation, for patients,carers, staff and drive the dissemination of good practice across theOrganisation developing the Organisation's role as a health promoting hospital

9. Designand deliver a training programme and placement for the training of a SpecialtyRegistrar in Public Health placed at the organisation, and contribute to thewider education and continued professional development of the staff baseparticularly in health intelligence skills

10. Supportthe North East and North Cumbria population health offer and work with the ADPHnetworks as well as the public health consultants in NHS provider organisationsnetwork.

11. Undertakean annual professional appraisal including completion of a programme of CPD, inaccordance with Faculty of Public Health requirements, or other recognisedbody, and undertake revalidation, audit or other measures required to remain onthe GMC/GDC Specialist Register or the UK Public Health (Specialist) Registeror other specialist register as appropriate.Supervision and appraisal will be undertaken by the Foundation TrustMedical Director in partnership with the local Director of public.

* Ability to travel independently across Trust sites and attend meetings nationwide


Experience

* Delivery of successful change management programmes across organisational boundaries
* Experience of using complex information to explain public health issues to a range of audiences
* Media experience demonstrating delivery of effective health behaviour or health promotion messages


Special Skills and Knowledge

* Strategic thinker with proven leadership skills and operational nous
* Able to demonstrate and motivate organisations to contribute to improving the publics health and wellbeing through mainstream activities and within resources
* Ability to lead and manage the response successfully in unplanned and unforeseen circumstances
* Analytical skills able to utilise both qualitative (including health economics) and quantitative information
* Ability to design, develop, interpret and implement strategies and policies
* In depth understanding of the health and care system and the relationships with both local national government
* In depth knowledge of methods of developing clinical quality assurance, quality improvement, evaluations and evidence based public health practice
* Strong and demonstrable understanding of interfaces between health, social care and key partners (dealing with wider determinants of health)
* Understanding of the public sector duty and the inequality duty and their application to public health practice


Qualifications

* Inclusion in the GMC Full and Specialist Register with a license to practice/GDC Specialist List (or be eligible for registration within six months of interview) or
* Inclusion in the UK Public Health Register (UKPHR) for Public Health Specialists (or be eligible for registration within six months of interview)
* If included in the GMC Specialist Register/GDC Specialist List in a specialty other than public health medicine/dental public health, candidates must have equivalent training and/or appropriate experience of public health practice
* Public health specialty registrar applicants who are not yet on the GMC Specialist Register/GDC Specialist List in dental public health/UKPHR must provide verifiable signed documentary evidence that they are within 6 months of gaining entry at the date of interview; all other applicants must provide verifiable signed documentary evidence that they have applied for inclusion in the GMC/GDC/UKPHR specialist registers
* If an applicant is UK trained in Public Health, they must ALSO be a holder of a Certificate of Completion of Training (CCT), or be within six months of award of CCT by date of interview
* If an applicant is non-UK trained, they will be required to show evidence of equivalence to the UK CCT
* Applicants must meet minimum CPD requirements (i.e. be up to date) in accordance with Faculty of Public Health requirements or other recognised body
* MFPH by examination, by exemption or by assessment
* Masters level qualification in Public Health or equivalent
