Role Title:
Property Officer - Fixed term up to 31st March 2026
Reporting To:
Repairs Manager and Housing Services Manager
Role Purpose and role summary:
As property officer, your primary role is to support the repairs manager in the effective operation of the repairs service, with a strong focus on improving resident satisfaction. Your responsibilities include assisting with the voids and lettings process, which involves turning around empty properties for new tenants. A key part of your job is financial oversight; you will audit contractor invoices to ensure they comply with the Schedule of Rates 7.1 specification and that all charges are accurate. You are also crucial for fire safety, as you will be responsible for ensuring FRA (combustible) compliance by addressing and closing down all outstanding cases on the designated portal. You will also be liaising with TMO contractors and the Council to ensure that residents' repair issues are resolved quickly and efficiently, acting as a vital link between all parties. You may also be asked to help with other housing management tasks; such as Tenancy Audits, ASB etc.
Key accountabilities
Repairs management
* To ensure that our approved repairs contractor is carrying out their duty in line with the contract agreement.
Check all invoices to make sure they are issued correctly in line with schedule 7.1. Liaise with our contractor and the council to resolve issues within each other’s area of responsibility. Contact residents having issues with their repairs and ensure that this is resolved in the timescales specified within the contract. Carry out regular inspections of the estate and ensure that all outstanding communal and estate repairs are dealt with, particularly those that are a health and safety risk are dealt as priority
Voids & Rehousing
* To maintain key inventory system and log issue / receipt of keys with contractors.
* To accept keys and notices of termination from outgoing residents if Housing Officer is not available.
* Carry out accompanied viewings.
* Monitoring of void times to ensure targets are met.
* Liaise with hackney council rehousing and allocation services and deal with the allocation process required by the TMO.
Pre and Post repairs inspections.
* Pre-inspect defects where accurate identification and diagnosis over the phone is not possible.
* Survey properties for repair issues and make recommendations for repairs to be carried out.
* Identify works required to be dealt with immediately or make a recommendation for referral for major works/planned programmes.
* Post inspect 10% of completed reactive jobs ensuring they meet the required standards and take action to ensure that those that fall below the standard are rectified expeditiously.
FRA
* Ensure that all outstanding cases of combustibles in all blocks are identified and schedule for prompt removal.
* Place designated notices on items identified for removal.
* Ensure that any actions taken to address FRA issues is logged and updated on the central portal.
Maintain data and produce reports.
* To input accurate information and maintain data.
* Produce standard and non- standard reports and KPIs Make best use of the IT system
Customer Care
* Provide a customer focused service, ensuring service delivery is consistent with target response times as outlined in Wenlock Barn TMO Policy & Procedure
* Ensure that all tenants contacting Wenlock Barn TMO receive an efficient response to their enquiries; this may involve dealing with an issue not directly within your responsibility.
* Provide the service in line with the Association’s Equal Opportunities Policy and BME Strategy Refer vulnerable tenants to Tenancy Support staff to ensure that their needs are met.
* Deal effectively with complaints and produce responses.
Housing Management / Team responsibility
You will be responsible to assist the team in other areas as required. This will include conduction tenancy audits, ASB and other housing management functions.
Role related knowledge, skills and experience
* Experience in working in Social Housing Environment dealing with repairs, voids, housing management and handling complaints
* Experience of communicating with a wide variety of people and organisations.
* Experience of collecting and presenting information including performance data.
* Numerical and report writing skills
* Experience of providing own administrative support i.e. business letter writing, file notes, and reports.
* Experience of delivering a customer-oriented service.
* Prioritising workload and meeting targets
* Experience in addressing FRA and combustibles in blocks and updates relevant portals.
