The PJOBs Contracts and Business Manager is responsible for two distinct areas. Firstly, to provide top level contract management for all contracts which are placed in the PJOBs for Hard and Soft FM services. A key aspect of this, is the governance of the contracts by the formal review meetings and the drive to resolve contract issues that are elevated from each area. The post is responsible for undertaking a quarterly review of commitment against the approval by working with DIO Commercial and Finance and communicating this to senior staff along with the forecast to the end of the relevant contract period. The post is also key to writing Review Notes and Business Cases for large scale contracts (Category A), this includes liaising with key stakeholders, subject matter experts and the wider scrutiny community to ensure the process is mature and vigorously followed through to completion. Secondly the post is responsible for the Business Management within the PJOBs. This focus on the recruitment and review of the civilian workforce as well as providing direction to staff as required on all HR matters ensuring that the team is supported. The post requires: Knowledge in: MOD Business Case requirements. Familiarity with the HM Treasury guidance, Three Case Model, Business Case Guidance and Investment Appraisal & Evaluation and thorough knowledge of JSP 655 (Defence Investment Approvals) and JSP 507 (Investment Appraisal and Evaluation). FM Expertise. Understanding of HFM and SFM, capital works, lifecycle costing, asset management and contract structures used within Defence and DIO. Commitment level management: Knowledge of how to monitor commitment levels against Not to Exceed (NTE) and Approved Budgetary Level (ABL) approvals. Procurement & Commercial Awareness. Knowledge of MOD commercial processes (Defence Contracting Framework, Single Source Contract Regulations, competitive vs non-competitive tenders). Risk & Value management. Ability to analyse affordability, value for money, operational risk, and through-life support implications. Policy Governance and Approvals for: MOD Approvals Process. Familiarity with Investment Approvals Committee (IAC), Senior Responsible Owner (SRO) responsibilities, scrutiny teams, and Treasury/MOD approvals thresholds. Cross-Government Engagement. Awareness of Cabinet Office approvals processes, National Infrastructure and Service Transformation Authority (NISTA) involvement, and external audit requirements (NAO). Analytical and Writing Skills to undertake: Business Case Writing. Experience in drafting persuasive, evidence-based cases, synthesising complex technical, financial, and operational data into clear recommendations. Information Notes & Ministerial Briefings. Ability to write succinct, well-structured notes tailored for senior officers, ministers, and non-specialist stakeholders. Stakeholder Engagement. Translate technical jargon into clear, policy-level recommendations for senior decision-makers. Stakeholder and Interpersonal Skills for: Multi-Disciplinary Coordination. Work with Area Managers, commercial officers, legal teams, finance, policy, and military stakeholders. Challenge Handling. Able to withstand scrutiny from approvals teams and external auditors. Likely to have backgrounds in infrastructure programme management, procurement, commercial management, or finance. Experience. Direct experience in MOD, wider public sector, or regulated utilities/infrastructure sectors where formal approvals and governance are critical. PJOBs Approval 5% of time Provide a quarterly update to senior staff on the commitment levels across all contracts (ISP and OPC) against the NTE and ABL approvals. Highlight approval pressures with any potential contract changes. Set up monthly meetings with DIO Commercial and Finance to review commitment levels and manage CPAs accordingly. 2. Hard FM Contract Governance 25% of time To act as the Secretariat of the formal contract meeting with Mitie ensuring that the ORIC log is updated and to drive issues that are raised through to final solution monthly. Provide oversight across the PJOBs ensuring both ISP and OPC contracts are managed, and any amendments are processed with agreement from all stakeholders. Improve the current OPC Change process by ensuring stakeholders follow the process as laid out within the contract. Ensure contractor claims are captured correctly and drive through to completion 3. Soft FM Contract Governance 25% of time To support and guide staff so they can carry out the role of Secretariat for the formal contract meeting with Sodexo ensuring that the ORIC log is updated and to drive issues that are raised through to final solution on a quarterly basis. To resolve payment issues by chairing monthly meetings with enabling functions and ensure any payment issues are understood and communicated with the PJOBs DepHd and contractor. Provide oversight across the FMAC contract ensuring the contract is managed and any amendments are processed with agreement from all parties. Write simple LV Business Cases for changes as required. Deal with "live" issues arising from sites, as they are escalated to PJOBs HQ. Provide LFE to DIO FMPD teams 4. Writing Review Notes and Business Cases 20% of time To liaise with different subject matter experts to compile all the necessary information to aide writing a Review Note (RN) or Business Case (BC). Use JSP655 to ensure all RNs or BCs align with the wider Defence Investment Approvals policies. Engage key stakeholders in assurance and scrutiny during the RN or BC process and update at key milestones Liaise with other members of DIO when a shortfall in expertise is available 5. Business Management 20% of time Chair weekly recruitment and TourEx review meetings to ensure PJOBs Line Managers plan for upcoming recruitment 6-9 months from TourEx, reducing the risk of gapped posts in difficult locations. Liaise with 1* HQ on HR Policy issues to support our staff and ensure posts are recruited with suitable Tour lengths. Provide guidance to the team on all HR matters including the production of process maps for pre-approval of Overtime, Training and Prof Subscription including how costs are reimburse/paid. Support RLM with sifting and interview requirements for SEO posts. Chair the monthly meeting with the customer and chase any issues raised to resolution. 6. Leadership 5% of time Manage the workload of the team on a weekly basis and provide prioritization of tasks. Support staff in their career aspirations and coach those that wish to progress or be involved in higher grade outputs.
