NHS Fife – People & Culture Directorate (Two posts available)

Join Us and Help Shape the Future of NHS Fife’s Workforce

At NHS Fife, our people are at the heart of everything we do. As one of Scotland’s major healthcare providers, delivering services to over 367,000 people, we are committed to creating a positive, inclusive culture where our workforce can thrive.

We are seeking exceptional People & Culture Partners to join our Senior Leadership Team and play a pivotal role in shaping strategic workforce priorities, driving modernisation, and strengthening organisational culture across our Acute, Corporate, and Health & Social Care Partnership areas.

If you are an experienced, influential HR leader with a passion for people, innovation and culture, we would love to hear from you.

About the Role

* Provide strategic and operational HR leadership to a designated business area.
* Lead, develop and inspire People & Culture teams, ensuring high‑quality service delivery.
* Act as an internal change agent, driving modernisation, redesign and workforce transformation.
* Influence senior leaders, using your expertise to shape strategy, culture and performance.
* Coach and develop leaders to strengthen people management capability.
* Interpret and analyse workforce data to inform decision‑making and improvement.
* Champion equity, diversity and inclusion and model NHS Fife’s values and Our Leadership Way.

You will operate with significant autonomy, navigating a complex and dynamic environment with competing priorities. This is a high‑impact role requiring excellent judgement, resilience and emotional intelligence.

About You

* CIPD membership and Master’s‑level qualification (or equivalent experience).
* Extensive senior HR experience in a large, complex organisation.
* A proven track record in workforce transformation, culture development and organisational change.
* Strong communication, influencing and relationship‑building skills.
* Demonstrable leadership capability, with experience of managing and developing teams.
* A values‑driven approach, aligned with dignity, respect, compassion and openness.

What We Offer

* A collaborative and inclusive culture.
* Opportunities for professional development and career growth.
* Flexible working arrangements.
* The chance to shape HR practice and culture at system level.

NHS Fife is legally obliged to ensure all its employees are legally entitled to work in the United Kingdom. If you are not a United Kingdom (UK) or Irish National, you are required to confirm your right to work in your application.

To work in the United Kingdom, there is a legal requirement for an individual to demonstrate that they have the relevant permission to work in the country. This permission is, without exception, granted by the UK Visa and Immigration Service.

As part of the pre‑employment checks for a preferred candidate, NHS Scotland Boards will check your entitlement to work in the UK. It can be evidenced through a number of routes including specific types of visa as well as EU settled and pre‑settled status. To find out more about these routes of permission, please refer to the GOV.UK website here.

For specific types of posts, if you do not have the necessary eligibility to work in the UK, it might be possible (though not guaranteed) to secure sponsorship via a UK Skilled Worker/Health & Care Worker Visa. However, this is only possible if the employer is a licensed Sponsor, and if the post does not fall below the current minimum salary threshold or ‘going rate’. Further information on these criteria can be found here.

It is ESSENTIAL that you have checked that you either already have an appropriate right to work in the UK or that the post would be eligible to be sponsored BEFORE submitting your application form.

Due to legislative changes from 1 April 2025, this post may require a different level of criminal records check than is currently the case. If the post is assessed as a "regulated role", your appointment will be subject to joining the Protecting Vulnerable Groups (PVG) Scheme. If there is any change to what is currently required, this will be confirmed by either the Hiring Manager or the Recruitment Team. For more details on these changes please visit: Changes to our services – Disclosure Scotland.

We offer flexible working and family‑friendly policies and fully support disabled candidates, and candidates with long‑term conditions or who are neurodivergent by making reasonable adjustments to our recruitment policy and practices.

NHS Scotland is committed to encouraging equality and diversity among our workforce and eliminating unlawful discrimination. The aim is for our workforce to be truly representative and for each employee to feel respected and able to give their best. To this end, NHS Scotland welcomes applications from all sections of society.
