About the job Job summary Navy Command Headquarters (NCHQ) in Whale Island, Portsmouth, is the nerve centre of the Naval Service. It supports operations around the globe and provides the ships, people, aircraft and equipment to deliver the UK’s defence policy. The NCHQ supports all the Royal Navy’s activities from front-line operations to personnel support and training, finance and governance; safety; equipment acquisition; programmes and planning; and Defence Engagement. This position is advertised at 37 hours per week. Job description We are seeking a skilled and motivated individual to join the finance leadership team at Navy Command as Head of Management Reporting (Corporate). The successful candidate will lead their team in the delivery of timely and accurate outputs which includes provision of clear advice, guidance and direction to senior stakeholders within the Navy and MOD. This role is at the forefront of financial reporting for Navy, managing the consolidation and review of Navy submissions across both current year and future planning cycles with a keen eye for detail and a commitment to delivering a quality service. It provides critical analysis and interpretation of financial data, delivering insights on the overall Navy position that inform senior managers and decision-makers. Providing reports to Defence’s Department of State, Area Budget Holders and other key stakeholders which highlight key issues, risks, and opportunities, ensuring that the financial health of the organisation is clearly communicated. Key Responsibilities: Strategic Financial Reporting - Report on the financial position of Navy's input to Area Budgets, providing insight, highlighting key issues, risks, and opportunities to senior leadership. Deliver intelligent analysis of complex financial data, identifying common themes, dependencies, and linkages. Translate financial data into meaningful outputs, providing clear summaries and incisive explanations for senior stakeholders. Performance Optimisation - Ensure Finance Business Partners receive adequate financial support, flexing resources to meet temporary needs. Enable self-service capabilities for financial information where possible. Routine Financial Management - Oversee the production of instructions for In-Year Management (IYM) and Strategic Planning Cycles (SPC), ensuring outputs meet required standards. Manage the input of financial data into corporate systems, ensuring accuracy and compliance with policies. Provide standardised templates and guidance for recurring requests. Continuous Improvement - Share best practices and refine standardised processes to enhance consistency across the finance function. Seek feedback on services provided, testing and evaluating their effectiveness to ensure value for effort. Person specification The successful candidate will have: Experience in leading high performing finance teams in the delivery of a range of financial outputs in complex organisations. A strong understanding of financial management principles, including budgeting, forecasting, and financial analysis. Experience in providing strategic financial insight and analysis to senior leadership, with the ability to identify risks, opportunities, and key issues. An ability to collaborate effectively with a range of different internal and external stakeholders. A proven commitment to continuous improvement with demonstrable experience of challenging and improving business processes and systems; demonstrate excellent analytical skills including review and challenge of a range of financial submissions.
