Job Summary
Senior-level technical leadership, coordinating external consultants across project procurement stages (Land & Planning, Commercial, Production, Sales, and Adoptions) and supporting the Project team in all related matters.
Responsibilities
* Ensure management and coordination of the external consultant team through all stages of project procurement and support the Project team in arising matters.
* Ensure disciplines are joined up and in synchronisation; check layout drawings, suppliers and manufacturers' details; assist in obtaining Building Regulation Technical Approvals; advise internal teams of updates and progress; efficiently resolve and coordinate issues from external consultants.
* Plan and manage activities under Planning, Detailed Design, Site Support & Supervision, and General categories as described below.
* Planning
o Appraise potential land opportunities including summarising site constraints and estimating fee and service budgets.
o Review and provide technical comments on applications prepared by Land & Planning function.
o Responsible for clearance of planning conditions and S106 planning obligations.
o Responsible for the preparation and submission of S73/S96a applications where technical design changes necessitate.
* Detailed Design
o Prepare design tenders, review submitted tenders and appoint consultant teams in accordance with the Operating Framework.
o Prepare and maintain a detailed design programme in line with PMIP target dates.
o Ensure preparation of comprehensive, coordinated working drawing packages for tender and construction (residential and non-residential) in accordance with Group standards; utilise external consultants where necessary.
o Organise and lead design team meetings.
o Prepare, submit and secure Building Regulations Approvals for developments; clear Building Regulation conditions to ensure deliveries align with regional targets and budget.
o Maintain understanding of environmental/ecological constraints and ensure appropriate mitigation.
o Obtain all assessments and ensure compliance with HQI, Lifetime Homes, Building for Life, DQS, etc.
o Review and comment on the technical content of all sales literature to ensure compliance with working drawings.
o Maintain records of design changes and value engineering; ensure CDM/EMS processes are followed and recorded; secure S278, S38, S104, S106, S185 agreements as necessary.
* Site Support & Supervision
o Ensure CDM/EMS site start processes and site close-out procedures are followed and recorded.
o Promptly resolve site queries in collaboration with the project team.
o Support the site sales team to ensure accuracy of sale information.
* General
o Prepare for, attend, and participate in all necessary meetings as required by the Operational Framework/PMIP.
o Attend site as necessary to fulfil role responsibilities.
Experience, Qualifications, Technical Requirements
* Thorough knowledge of the full development/technical process. Previous experience as a Technical Coordinator or Technical Manager within a development organisation preferred.
* Industry-related qualification; working towards or attained professional accreditation with RICS, CIOB, ICE, or RIBA.
* Ability to work under own initiative; excellent communication skills and teamwork.
* Ability to manage external consultants and teams and ensure deadlines are met.
