An exciting opportunity has arisen for an inspirational and motived individual to be part of our team that is focused on improving outcomes for children and young people with SEND in Hampshire. We are looking for someone with SEND knowledge, combined with experience of designing and delivering projects and/or initiatives that have led to lasting quantifiable impact.
The Role:
A key part of the role will be to work with subject matter experts to deliver some of our Transforming SEND (TSEND) work, focused on improving statutory delivery, reducing waiting times, and embedding co:production as part of the Local Area Partnership.
What you'll do:
:Scoping and delivering defined projects focussed on promoting inclusive practice, delivering cost avoidance to the high needs block, and/or efficiencies to operational management and ways of working across statutory services, working across organisational boundaries as required.
:Driving the delivery of Transforming SEND and Local Area Partnership initiatives led by subject matter experts, focussed on improving statutory delivery, waiting times, confidence and co:production, including::
:
:risk management, including mitigation and escalation
:defining and tracking progress against KPIs and milestones
:Ensure outcomes measures are visible and appropriately shared
:Scope and deliver work that promotes inclusive practice, delivers cost avoidance to high needs, working across service and organisational boundaries.
:Promotion of inclusive practice through framework and funding reviews, implementation, and monitoring (short term Digital Optimisation work).
:Ad hoc data analysis and Power BI support to workstream leads where an improved use of data can drive improvements, including the development of data dashboards that support the monitoring and delivery of SEND projects, working alongside data analysts.
:Supporting and coaching service managers and subject matter experts to deliver improvements across a range of SEND services.
:Embedding consistent, best practice approaches and improving confidence in SEND services across the Local Area Partnership.
:Developing and deploying targeted training and guidance to address development areas, ensuring effective change management and continuous performance improvement.
:There may be future line management responsibilities, though currently the post holder does not line manage staff.
What we're looking for:
:Degree level or equivalent qualifications in a relevant subject, with knowledge and understanding of SEND systems, funding policy and the national landscape.
:Experience of leading service improvement initiatives and/or projects, ideally involving multi:disciplinary teams.
:Ability to deal with ambiguity and complexity.
:Solid political awareness and a good understanding of the major issues affecting local government, including their impact on policy and process.
:Strong interpersonal, stakeholder management and relationship building skills (communication, leadership, influencing).
:Ability critical thinking and analysis to solve complex issues.
:Proficiency in MS Office software and other business systems.
:Ability to write compelling reports, translating complex data into clear and actionable insights for stakeholders.
:Ability to influence and coach others.
