Adecco are pleased to be recruiting for a Capital & Projects Accountant to join Thames Valley Police on a full-time basis.

* Full time, 37 hours per week, Monday - Thursday 08:40am - 17:00pm, Friday 08:40am - 16:00pm
* £31.20 per hour
* Office working in Kidlington along with hybrid working
* Temporary role until at least the end of December 2025

The overall purpose of the role is to: Take complete ownership of the end-to-end financial management of force projects, including reporting, policies, and procedures. Own and manage all aspects of capital policy, budgeting, and reporting.
KEY ACCOUNTABILITY AREAS
1. Deliver monthly project reporting to business units, governance boards, and corporate finance, highlighting risks, issues, and opportunities to inform and enable decision-making.
2. Work with Project Managers to ensure all projects maintain robust financial forecasts and projections, follow project and capital accounting methodology, and adhere to the capital strategy to enable strategic horizon planning and financial planning.
3. Take a strategic leadership role in the business case process to ensure compliance with financial standards, providing sufficient information for informed investment decisions, exploring all options to deliver value for money, and holding ultimate financial sign-off responsibility.
4. Own the update and maintenance of the fixed asset register to enable year-end close-down and ensure compliance with capital policy and accounting standards.
5. Take ownership of the Medium Term Capital Plan (MTCP), ensuring required capital investment is budgeted, enabling comprehensive financial plans. Prepare budget papers, monitoring reports, funding recommendations, and cash flow information for the Director of Finance and PCC's CFO.
6. Develop, own, and enforce the force's capital policy and project-related procedures and processes to ensure consistent standards and adherence to accounting standards. Update periodically and provide training as necessary.
7. Lead the external annual audit of accounts concerning capital and project expenditure, managing relationships with auditors, providing evidence, answering queries, and maintaining documentation to enable audit sign-off and regulatory compliance.
8. Work with Procurement and Business Leads in preparing commercial tenders/procurement proposals, ensuring compliance with procurement policies and that contracts represent value for money.
9. Perform any other duties as allocated by the Senior Business Partner or Head of Accounts as required.
Expertise: Concerned with the level of administrative, professional, and/or technical expertise needed to perform the role effectively, acquired through experience, training, or education.
* CCAB Qualified Accountant with experience partnering with business units.
* Proven experience in project and capital accounting, with an understanding of project and programme management methodology.
* Ability to develop strong relationships with a solution-oriented approach.
* Excellent communication and influencing skills with stakeholders, applying tact and diplomacy.
* Strong presentation skills, capable of interpreting and explaining complex financial data clearly.
* Advanced Excel and information system skills.
* Ability to think creatively, identify opportunities, and initiate new ideas.
* Strong problem-solving skills.
* Ability to work under pressure and meet tight deadlines.
* Ability to manage and develop staff.
