Overview

Diadem House in Preston will be the base but there will be an expectation of cover across Lancashire as this is a peripetetic role. The post holder will support the CP Manager to ensure that all Community Payback placements meet the policy objectives of the organisation and comply with relevant legislation. The role involves supporting people on probation on their journey and contributing to making the community a better place.


Key Requirements

* Minimum 60% of the working week in an office, with flexible adjustment based on operational needs.
* Regular weekend duty cover on a rota basis, with flexi time and enhanced weekend pay.
* Full UK Manual Driving Licence (automatic licence only will not be accepted). Ability to drive a Minibus D1 and trailer is required.
* Experience of working as part of a team, sharing good practice and maintaining positive working relationships with a range of stakeholders.
* Conducting workplace reviews to judge compliance with quality standards and health and safety legislation.
* Qualifications: IOSH Level 3 or Managing Safely, qualified assessor for NVQ awards for service users (e.g., OCN).
* Exposure to community networks, ability to promote a strong team ethos, and experience of conducting payroll or resource audits on placements.
* Optional: experience in health and safety risk assessments, incident investigation and reporting.


Responsibilities & Activities

* Find and assess a wide range of suitable Community Payback placements, including those providing service user training and opportunities for future employment and placements appropriate for people with protective characteristics.
* Assess the viability of income generation opportunities within new placements, discuss with beneficiaries and manage the process to maximise this potential.
* Complete a schedule of safe working practice for work and create a project file in accordance with health and safety standards.
* Promote positive relationships with beneficiaries and stakeholders, including meetings and site visits to manage customer/stakeholder relationships and promote a positive perception of PS with community networks.
* Ensure that a safe working environment for staff, service users and beneficiaries is maintained on all Community Payback work sites in compliance with health and safety legislation and PS policy.
* Ensure that placements remain compliant with quality requirements and take action as required to improve or discontinue placements where quality standards cannot be met.
* Coordinate tools, equipment, appropriate clothing and PPE and ensure all equipment complies with health and safety requirements and users know how to use it safely.
* Provide relevant health and safety training to staff as per ad‑hoc needs and service delivery plan requirements.
* Support investigations into health and safety incidents, ensuring serious incidents including near misses are reported and lessons are shared within the team.
* Support electronic and social media means to receive nominations for new placements from the public and promote Community Payback within PS guidelines.
* Liaise with probation practitioners to exchange information and maintain working arrangements.
* Participate in rota planning, delivery and review of the service user induction.
* Recruit, support and coordinate mentors who encourage service user compliance, engagement and access to local support networks.
* Cover the CP supervisor role where required to avoid cancellation of work placements for operational reasons.
* Contribute to training of CP supervisors and beneficiaries, as appropriate.
* Establish and maintain working relationships with local authorities and charities to ensure sufficient numbers of quality Community Payback work placements.
* Explore opportunities for people to access on‑the‑job training and education to develop their skills and increase employment prospects while they complete unpaid work hours.
* Work weekends when required to cover for CP supervisors or to visit project sites (e.g., schools) that are inaccessible on weekdays. Additional enhanced pay will be provided for weekend work.
