Level: Senior operational leader
Location: Hybrid — office attendance required twice-weekly (Wednesdays and Fridays)
Rate: Up to £600 per day

About the role
This senior role leads day‑to‑day delivery across parking services — from civil parking enforcement and penalty processing to property/asset maintenance and service performance — under the Traffic Management Act 2004. You’ll manage teams, budgets, suppliers and KPIs; handle escalatedplaints and high‑profile issues; and work closely with Members, partners and senior officers.
Key responsibilities
1. Ensurepliant, efficient delivery across enforcement, processing, assets and projects.
2. Lead operational reviews and process redesign; drive continuous improvement; contribute data‑led insight to shape a modern parking service.
3. Manage contracts and procurement; monitor performance and budgets; resolve escalatedplaints and service issues.
4. Build relationships with partners and represent the service at regional forums; brief senior stakeholders and Members.
Essential experience
5. Senior management experience within parking or highways services (parking experience desirable but not essential); redesigning processes and leading transformation.
6. Contract management, performance and budget control; confident stakeholder engagement including elected Members.
7. Strong grasp of the Traffic Management Act 2004 and relevant transport legislation; excellent written and verbalmunication.
