Job Description
The Head of Management Accounting will:
1. Lead financial management and reporting for Districts/Departments, ensuring timely and accurate financial information for the Senior Command Team and Business Executive Leaders, including revenue, grants, and capital income/expenditure.
2. Produce and monitor budgets in line with Force timetables, providing assurance on financial integrity.
3. Strategically lead on financial management, reporting, and advice to budget holders, aligning financial decisions with the Force's goals and addressing financial risks.
4. Responsible for producing accurate and timely financial information for budget monitoring and setting, working closely with the Head of Finance and Chief Finance Officer to ensure the integrity of the finance function.
5. Drive efficiencies within the team by embedding a 1:4/5 line management ratio, standardising procedures, and reducing reporting variability.
6. Lead annual budget planning, ensuring resource allocation aligns with strategic priorities.
7. Challenge and support senior leaders to improve financial plans and achieve value for money.
8. Implement performance frameworks, review KPIs, and promote continuous improvement across the finance team.
9. Manage the Management Accounting Team and Capital Accountant, prioritising tasks and staff development.
10. Promote teamwork and strong communication within the finance team and with the Financial Accounting Team.
11. Develop financial training for staff and senior leaders to enhance financial literacy.
12. Drive continuous improvement in financial policies, procedures, and internal audit processes.
13. Provide strategic financial support for key meetings, financial statements, and HMICFRS inspections.
14. Oversee financial management of grants, ensuring compliance with procedures and instructions.
15. Lead benchmarking and networking to report financial data and identify efficiencies.
16. Support development of financial management systems, acting as SME for the Oracle ERP system.
17. Deputise for the Head of Finance as needed and perform other duties as required.
The Successful Applicant
The ideal candidate will:
* Be a qualified C.C.A.B. or CIMA accountant.
* Have significant experience in management accounting and strategic financial planning, working with a finance business partnering model.
* Be up to date with current accounting issues.
* Understand personal and professional development needs and demonstrate steps taken to enhance your skills.
* Be able to interpret complex legislation, policies, or strategies to identify financial implications and provide insightful advice.
* Have strong commercial acumen and the desire to help drive business performance.
* Have experience advising and negotiating with senior officers, managers, and budget holders confidently.
* Possess excellent communication and influencing skills to negotiate, collaborate, or effect change.
* Be IT literate, with advanced Excel skills and extensive experience with large ERP systems.
* Be open to change, curious, and able to challenge existing thinking to foster innovation.
* Have excellent analytical skills and a creative approach to problem solving.
* Have experience leading and managing a team of professional staff in a high-pressure environment.
* Contribute to financial governance, compliance, and scrutiny matters.
