Description Are you a well organised individual with an eye for detail and excellent interpersonal skills looking to play a central part in supporting key policy and legislation development? The Policy Development Team within Accountant in Bankruptcy (AiB) works with Scottish Government Ministers to develop policy and legislation on insolvency, statutory debt solutions, and other areas of debt recovery (diligence). The team is currently working to implement the provisions of the Bankruptcy and Diligence (Scotland) Act 2024, which will includes introducing a mental health moratorium to support individuals facing severe mental health issues and debt challenges. We are also supporting an independent review of statutory debt solutions. As a Policy Development Manager, you will be part of the team delivering this work, along with the general delivery of policy and associated casework (briefings, PQs and MiCase etc). The role also involves wider engagement with relevant stakeholders, both within and outside the Scottish Government. Responsibilities Responsibilities Provide support to the Senior Policy Managers and Team Leader on developing legislation to take forward changes by preparing briefings and supporting documents for insolvency, debt solutions and diligence policy, supporting primary and secondary legislation, impact assessments and stakeholder engagement. Work with a range of stakeholders to prepare for the introduction of provisions within the Bankruptcy and Diligence (Scotland) Act 2024 and future secondary legislation. Draft responses to Ministerial correspondence, Parliamentary Questions, topical briefings, advice and speaking notes as needed to specified timescales. Provide support to the Senior Policy Managers and Team Leader on the development of the longer-term strategic review of the statutory debt solutions to assess if they meet the needs of a modern economy and implement findings. The Agency operates a hybrid working policy and staff are expected to attend the office in Kilwinning at least two days a week. For the policy team this is Tuesday and Wednesday.
