Leeds City Council is looking for an enthusiastic Public Rights of Way Community Engagement and Enforcement Officer to help protect, improve and promote Leeds’ 862km public rights of way network, supporting our Health & Wellbeing and Zero Carbon ambitions.
The role will work with landowners, local communities, user groups and other key stakeholders to ensure public rights of way (PRoW) remain open, accessible and safe to use in line with the Council’s statutory responsibilities.
Responsibilities
* To assert and protect the public’s rights in relation to the use of PRoW through negotiation and legal enforcments as required.
* Keeping up to date with PRoW legislation and good practice.
* Work with and support PROW volunteers, user groups, landowners, local residents and the Leeds Local Access Forum to facilitate community engagement and activity for the maintenance and improvement of PROW.
* To undertake condition surveys and inspections of the PRoW network as required.
* Act as lead officer for enforcement action on PRoW issues including serving notice on landowners, undertaking formal interviews under caution for prosecution and acting as a witness in court.
* To assist with the development of strategies, working practices and policies including the Rights of Way Improvement Plan.
* To undertake marketing and communications to promote the use, understanding and care of PROW.
* To work closely with Parish and Town Councils to facilitate the Public Paths Partnership scheme.
* To ensure the procurement of goods and services is in accordance with financial regulations, corporate policy and legal requirements.
* When necessary to act as a witness for the City Council at Public Inquiry and Court in relation to enforcement, accident investigation and path orders.
* Responding to enquiries regarding PRoW
* To work with others across Leeds City Council to achieve positive outcomes
* To represent the PRoW and wider Climate, Energy and Green Spaces Service at all appropriate internal and external meetings.
