About Us

Data and analytics are key enablers for strong strategic and operational decision making, supporting design of policy, delivery of services and improving outcomes for residents.

Opportunities have arisen to join the councils central Data Office to work as Data and Analytics Lead in both our Adults and Childrens Services focused teams. The Data Office is a key enabler in delivering our ambitions as part of our Digital, Data and Technology strategies (DDaT) and consists of multi-disciplinary teams across Data Architecture & Engineering, Spatial Data & Systems, and Data & Analytics functions.

You’ll be part of an always learning culture, working alongside colleagues across the functions of the Data Office and the wider organisation to support diverse services and help embed data led decision making at the heart of the council.

About the Role

At the heart of Oxfordshire County Councils Data Office, the Data Analytics Lead helps bring data to life – leading a talented analytics team to deliver the evidence and insight that underpin statutory services, commissioning, and performance management.

You’ll oversee the development and delivery of high quality analytical outputs (from statutory returns to strategic profiles), act as a trusted adviser on data, analytics and visualisation across the organisation, and champion rigorous quality assurance and evidence based decision making throughout the council.

Working alongside senior managers, you’ll help identify priorities for data and analytics development and drive action plans that embed consistent, improved data use to strengthen decisions and outcomes.


Key responsibilities

* Leading the development and delivery of the councils strategic data and insight priorities, taking ownership of designated projects that support the delivery of the data strategy and ensuring management information is relevant, robust and accurate.
* Driving the production of in depth analyses and profiles to support evidence based policy development and effective service delivery.
* Leading the development and delivery of key statutory and non statutory strategic and tactical data and analysis products (such as the Joint Strategic Needs Assessment) and acting as a visible ambassador for high quality, robust data and analysis.
* Actively managing quality assurance processes to ensure accurate analysis and effective interrogation of intelligence data, identifying the key issues and risks facing the council.
* Championing the use of evidence based decision making across the team and the wider organisation.
* Working closely with colleagues, partners, senior leaders and elected members to uphold integrity and best practice in the use of data, analysis and analytical outputs.
* Attending directorate leadership team meetings to present and discuss analytical findings, performance and risk updates, raising issues and challenges and agreeing clear action plans.
* Deputising for the Head of Service as required.


About you

* Experience working in complex environments, with a strong practical understanding of the challenges facing local government at council, regional and national levels.
* Proven experience leading analytics teams and managing people within complex settings, driving consistently high performance and motivating others – whether team members, colleagues or external stakeholders – to build commitment and a shared sense of purpose.
* Solid experience working in data and analysis roles, applying analytical techniques to solve real world problems.
* Experience of working alongside Adults Social Care or Children services in a local government setting.
* Strong numerical and analytical skills, with the ability to collate, analyse, interpret and clearly present complex intelligence, management information and insights to a variety of audiences.
