CSO (Contractor Supervising Officer)
Location: Washington, Tyne and Wear NE37 (client site Rolls‑Royce)
Hours: 40 Monday to Friday
Responsibilities
* Ensure all contractors and visitors to site are properly managed in accordance with local procedures and that contractors work per their RAMS and all other applicable policies.
* Manage all subcontractor works delivered across the site safely and in accordance with the client subcontractor control process.
* Act as liaison between subcontractors, JLL and the client, ensuring excellent communication before, during and after works.
* Serve as appointed person for sub‑disciplines depending on experience and competency (training provided where required).
* Manage all required isolations with suitable trained authorsised persons.
* Manage sign‑in/out process.
* Conduct pre‑start meetings with all contractors and sub‑contractors.
* Issue compliance paperwork to allow contractors to operate on the client site safely and submit RAMS.
* Ensure all managed contractors are set to work correctly and safely, reviewing all areas of specific risk and ensuring appropriate barriers or signage are in place before job start.
* Attend daily interface meetings discussing planned works.
* Maintain the contractor attendance board and sign‑in/sign‑out log.
* Engage with and inform all stakeholders of works being controlled, coordinating planned works with other stakeholders.
* Ensure all instructions are fully understood by contractors prior to works commencing.
* Carry out periodic inspections of all contractors’ works, review and assure their performance.
* Inform the infrastructure maintenance manager of any safety or quality issues discovered.
* Report incidents and near misses in line with company procedure and assist with investigations as necessary.
* Engage with the central SME team to coordinate compliance‑related tasks on site.
* Manage the delivery of small works schemes on site.
* Perform duties of working at height as responsible person.
* Manage and mentor the CSO team, arranging training as required.
* Drive operational excellence and meet KPI and SLA performance.
* Proactively manage health and safety performance by carrying out regular site inspections and safety walks and engaging with your team and contractors.
* Ensure legislative compliance in relation to health and safety for all activities.
* Build and maintain excellent working relationships with the client, the IFM team and wider stakeholders.
* Assist the IM and FM with day‑to‑day supervision of the site IM team.
* Understand and comply with health and safety legislation, policies and procedures.
* Lead by example, always demonstrating and promoting good health and safety management.
* Attend and participate in training and appraisal activities as required.
* Undertake additional duties in line with capabilities as required.
* Be expected to travel across other sites in North England.
Person Specification
* Excellent customer communication skills, both written and verbal.
* Proven track record for managing contractors and subcontractors, preferably in Hard FM commercial or industrial properties.
* Relevant professional, technical or management qualifications and experience, with ability to lead large teams effectively.
* Confident team player with good communication skills; able to instruct, control contractors, intervene, and challenge actions or behaviours when required; good time and people management.
* Good ambassador for the company and colleagues.
* Focused, driven, and with a desire to succeed, overcome problems and improve processes.
Required Knowledge and Skills
* Excellent knowledge of M&E building services and industry best practice.
* Excellent knowledge and track record in QHSE/ Risk management.
* Excellent organisational skills.
* Good knowledge and clear understanding of relevant legislations.
* Knowledge of permits and SSOWs.
* A clean UK driver’s licence with access to a vehicle.
Preferred Qualifications
* IOSH qualification.
* NEBOSH National General Certificate.
* SMSTS.
* Asbestos awareness.
* Working at Height and fall protection systems training.
* Hot Work Training.
