Overview
The London Borough of Harrow is looking for two motivated and enthusiastic Commissioning Officers to join its Adults and Public Health Directorate. This is an exciting opportunity to support the Strategy and Commissioning Division in delivering high‑quality services that make a real difference to the lives of vulnerable children, young people and adults.
Reporting to the Strategic Commissioner, the postholder will contribute across the full commissioning cycle, including needs assessment, service design, procurement, mobilisation and contract monitoring. With guidance, you will lead on commissioning low to medium value services, ensuring effective provider engagement and co‑production with service users.
The role involves working across diverse areas such as mental health, learning disabilities and autism, older people and physical disabilities, and children and young people. You will collaborate with colleagues in finance, legal, procurement and business intelligence, as well as external partners in health and the voluntary sector, to develop sustainable models of care and innovative service delivery.
About You
The successful candidate will have:
* A strong understanding of commissioning processes and the ability to support the full cycle.
* Excellent organisational skills with the capacity to manage multiple projects simultaneously.
* Effective communication skills, both written and verbal, to engage confidently with diverse stakeholders.
* The ability to build and maintain positive working relationships across internal teams and external partners.
* Strong analytical skills to collate, interpret and present information to inform decision.
* A proactive approach to problem‑solving and a willingness to learn new subject areas.
* Experience of working collaboratively within multi‑disciplinary teams.
* Competence in using IT systems, including Microsoft Office, to produce reports, presentations and documentation.
