Essential
* Proven experience of working with Telecommunication Operators, law enforcement, intelligence agencies, working with sensitive capabilities and a thorough understanding of the Investigatory Powers Act.
* Demonstrable experience in stakeholder engagement, delivery management, or telecoms operations (5-10 years)
* Appropriate security clearance level.
* Experience of working with multidisciplinary teams

* A thorough understanding of the Investigatory Powers Act 2016, which governs the capabilities provided by the NCDS.
* Proven experience of managing relationships with law enforcement, UKIC and working with sensitive capabilities.
* Experience of working as part of multi-disciplinary and collaborative teams to deliver technical and business improvements across organisational boundaries and on a national scale
* Strong technical programme and project management experience
* Production of accurate, weekly management information and reporting to inform stakeholders
* Skilled in navigating complex stakeholder dynamics and resolving competing priorities.
* Experience working in multi-disciplinary teams made up of civil servants and contractors.
* Proven experience working directly with law enforcement and UK intelligence agencies, including managing sensitive operational relationships.
* In-depth knowledge of the Investigatory Powers Act 2016 and its application to operational capabilities and data management.
* Proven experience engaging with telecommunications operators and understanding of their role in supporting investigatory powers.
* Experience handling and protecting sensitive capabilities and information within secure and regulated environments.
* Strong track record of collaborating across organisational and sector boundaries, particularly in national security or public safety programmes.
Summary of Project / Programme
The Telecommunication Operators Delivery Team is instrumental in delivering and maintaining crucial capabilities that underpin the operational effectiveness of law enforcement agencies and the intelligence community. Charged with managing critical programmes, projects and ongoing business as usual activities, the team ensures that Telecommunication Operators (TOs) can provide and continuously enhance secure access to communications data required for operational and legislative compliance. This encompasses the delivery of both new initiatives and ongoing capabilities, all within a technically complex and highly regulated environment shaped by the Investigatory Powers Act and related legislative frameworks.
Requirement for the role
The Telecommunication Operators Engagement Lead is responsible for building and sustaining strong partnerships with telecommunications providers to support the operational needs of law enforcement agencies and the intelligence community. This position requires specialised knowledge of telecommunications infrastructure and the capability to lead technical and transformational change. The Engagement Lead will oversee strategic TO work initiatives, the roll-out of new and emerging capabilities across telecommunication operators, and business as usual activities, ensuring secure and compliant access to communications data while adhering to relevant legislative frameworks such as the Investigatory Powers Act. The role covers managing complex TO workstreams, driving ongoing improvement, and ensuring that all objectives are delivered within a highly regulated environment.
